Ldun "f Utilizing Prisoners in .fail Awaiting ft'ialw" That Thov Will N?>t he a D?:ul KxpoufO In his address before the wonoral assembly recently, Mr. J. A. Holmes, Stato geologist of North i Carolina, advanced a morel pro* I position. He urged that the prisoners who lie in jail awaiting trial be used to work the county road?. Id replv, it might be urged that these prisoners could not ho worked before their conviction, but Mr. Holmes does not propose to use coorei >n, but to allow the prisoner:* the option of working the roads or ?f lying in jail pending the meeting of the sessions court. Mr. Holmes produced statistic* to show that the loss to South Carotin ifrom having prisoners lie in jail is over $75,000 u year. A oase may be supposed to show where this enst arises. .John Jouos might be committed to jail in Deuetnder bv a magistrate on somie trifling charge, just serious enough to lie be; ond the jurisdiction of the magistrate. If the prisoner is a poor darkey, unable to give bond, he must lie in jail until Mar- h or April, or whenever the next term of the court is held. lie costs the Btato 20 cents for every day he lies in jail. If he is there 30 days, his ''dieting" or "rashiens" bill is $6. As theru are hundreds ?f such cases in every county the cost aggregates into the hundreds of | dollars, and $75,750 was the total th i s expended for the v* hole State in the twelve tuouths for which Prof. Holmes had statistics. Now, his suggestion is this: That an act he passed allowing the prisoner to make a voluntary contract with the sheriff and county commissioners that if they will release him from jail and turn him over to the county supervisor, he will agree to ho worked just as convict* d criminals are worked. That if he is acquitted by tiie jury, then he will ho paid at a fair rate of compensation for every day which he has spent at work for the county. If he he convicted by the jury, he will ho given ci'ouit for tho number of '-. 1 1 . . connection with this suggestion. In Georgia, 120 of the 137 counties reported. But 27 of those counties use convicts on the county roads, although these counties engaged the !'?. jor of 946 convicts The number of priso nets reported kept in county jailp in Georgia poud:ng trial was 1,?095, the Average cost being 3? oents .per day. The aggregate expense was $100,750 Th< averago cost per convict per dnj for guarding, etc., was 20 cents Georgia pays 75 conts por daj fer hired labor to work on tin roads. In North Carolina reports wen received from all of the 97 count ies But 24 counties in that Stab use convicts on the public high ways. The number of convict thus employed was C43, and thi average cost ?f guarding, etc. was 24 cents per day. There wen 607 untried priouers in the jsil costing the State .'30 eentn per da; teach; an aggregate expense o $103,750. "Free labor" on th> roads costs 75 cents po?* day In South Carolina 36 of the 4< 'ceunties reported. Thirty-tw< use convict labor?570 convicts J at a cost of 18 cent per day each Thero were 404 prisoners in jni awaiting trial, at a cost of 30 cen per day each, aggregating $75,75( for the year. "Free labor11 oi roads costs 75 cents a day in thi State. The above statistcs relate to nor met conditions. This year the ex pense will b? heavier, for in i number of (' unties the jury lav was contested last fall, and many prisoners were remanded to jail whore they remained at a heavj expense to the county until thii spring. On tho other hand th< legislature reduced tho cost o! dieting prisoners to 20 cents pel day by general law. Her?tofor< iu ai.mo comities tho fee whs Its thun in other counties. Whothei Mr. Holmes' suggestion may b wise or may bo radicjb it calls at tection to the iioi imous expen.-a incureed through the law lessees! of men and the State is now ell doavoring to so utilize the labo of convicted felons that the lies financial returns may lie realized The building and maintaining o good i oads is generally cuiiccdei to ho the proper use of convicts.
