Yesterday the president wather^ ed together some personal friends in Buffalo, and those members of the Cabinet who were here, und gave them such ideas as he had already formulated for th^ conduct of public affairs and his own policy. In no sense are they divergent from what has been an. derstood as Mr. McKinley's policy. This policy as outlined to his friends ut yesterday's conference will be for a more liberal and ex tensive reciprocity in the purchase and sale of commodities, so that | the overproduction of this country can he safelv disposed of by fair and equitable arrangements with ! foreign countries. The abolition ot commercial war with other countries and the adoption of reciprocity treaties. The abolition of such tariffs on foreign goods as are no longer needed for revenue, if such aholition can he had without harm to our industries and labor. Direct commercial lines should be established between the eastern coast of the United States and the ports in South America and the Pacific coast ports of Mexico, Central Americaand South America. ; 'I he encouragement of tho merchant marine and the building of ships which shall carry the American flag and be owned and controlled hy Americans and American capital. The building and completion as soon as possible of the isthmian canal, so as to give direct water communication with tho coasts of Central America, South America and Mexico. The construction of a cable own ed bv the Government connecting |our mainland with our foreign possessions, notably Hawaii and the Philippines. The use of conciliatory methods of arbitration in all disputes with foreign nations so as to avoid armed strife. The protection of the savings of the people in banks and in other forms of investments by the preservation of the commercial prosperity of the country and the placing in positions of trust men of only the highest integrity. The time when the payment of taxes will be in order is from tho loth of October to the 31st day of December. Mr. J. S. Campbell the treastner of Richland county, stated yesterday that he thought it would he a good idea to have tho law changed so as to allow taxes to ho paid until February 1st, each year except in cases of general disaster when the legislature could extend the time. When the time is extended as is the custom, it causes great confusion. After the first day of January the 15 per cent, penalty is supposed to he operative. Property owners may come up bef. re the legislator* t; kes action and pay taxes, with the addition of tne 15 per cent, penalty. Then after the legislature meets and extends the time the county treasurer must go to work to refund all penalties paid in. Then, too, the county frequently borrows money to be paid back on the first of the year ? presuming that the taxes will be in by that time. When the taxpayers hold hack, expecting to have the time extended, it puts the county officials to a great ileal of annoyance to renew tho notes. To preserve regularity in the system of eounty government and to <ieai iairiy with ail the taxpayers it is urged that the -legislature in January refuse to extend the time. The small taxpayers usually pay up before the expiration of the time set by the statute, and the greatest annoyance is caused by corporations which hold .back the payments as long as possible in order to save the interest. .
