Last night Lieut Marcus B Stokes, I" S A, the popular South Carolinian who i? now detailed as collector of the port at Cardenas, Cuba, arrived in the city. He leaves this morning for Green ville. where he stops for a day and then proceeds to Now York to return to Cardenas via a gov eminent transport. He regretted that his stay in Columbia, where he tins so many friends had to he so brief. He only had the opportunity to see a few of his frieda. lie talked interestingly to a representative of The State about Cuba and the Cubans. Among other things he said: "I went to the island a year and a half ago and have opportunities to observe the people and their characterise ties. The popular idea is that the Cubans are a very excitable people. 1 have not observed anything specially of this character among them. The typical Cuban countrvman is just the very opposite. They are good, steady workers both on their plantations and on the public roads and works that are being constructed. They are the most temperate people 1 have ever seen, and that as a people, too. It is the policy to give every position available in the island to native Cubans, preference always being given to Cuban officers and sonuers. l Hey are taking the places in the tekgraph and postal and other services, and seem to he filling them satisfactorily. In all cases it is impossible to secure, of course, the best men on first effort, but those obtained are, as a rule, doing their work most satisfactorily.
