Special to The State. Conway, July 4.?There is much speculation as to -vho will succeed Mr. Scarborough in the senate. Hon. Jeremiah Smith, and ?x-ltepresentative? .J .VI Stanley and .Jeremiah Vlishoo are spoken of as candidates. There seems to be a sentiment nmon<? the O people fit present to select a man who is not now in office. The executive committee met here yesterday and decided to make the nomination by convention instead of by primary. Some one introduced a resolution requiring any one now holding an office first to resign his present position before announcing himself a candidate for the senate. Incendiary Fire. To the Editor of The News and Courier: In his speech at Or^ angeburg, a synopsis of which you j) published in your Saturday's isJ sue, Tillman exhibits a phaso of M his character which heretofore he \ has kept well concealed from niy J view. It never occurred to me ^ possible that he should prevari5 cate?play false for policy's sake * until 1 read that speech. If he expects the people of South CaroP lina to believe him when ho says ^ he was never opposed to the Citap del or South Carolina college he v expects them to do that which f. they will not do. If they believe ^ what he says now they must rcf gard him as putting on a false ^ fuca then in order to get to de" ceive them and profit by that do. ^ ception. When 1 read that speech f it occurred to me that in what the ^ "anti" press has said about him ^ and his manifold charges, the p- truth was not missed so far after ^ all. He says he was joking when H he said the Citadel waB a ''elude 1 factory," and I judge he would I say on a similar occasion that he ^ was joking when he said ihe ^ South Carolina college was "the ^ hot bed of aristocracy." "Temt pora mutantur, et nos mulamur ^ cum illis," but the truth never changes. If Tillman had confcssj ed to a "change of heart" he ^ would have saved himself from p/ that contempt which his Orange^ burg speech will bring upon him H in the estimation of all truth-lov^ ing and truly patriotic people, f He talks about "peanut politi^ cians." These "peanut politi* cians" made him what he is in ^ politics; put bim in a place of ? elevation, from which he can never ^ cast slurs upon them. But in ^ this case he has falsified the truth ^ and exhibited the jackass ears un^ ^ der the lion's skin. In 1887 or ( '86 he said to me in the orand ^ Central hotel, Columbia, the first A a! ? ~ T * * r tinit? a ever mei mm; ">ir VVhitX man I agree with you exactly ^ about higher education by the * State. We should have the head and hands trained together in ag^ ncultural and mechanical colleges. The State should do this, as no ^ I others are attempting to do it. ^ Higher education should be left j j to the people." But said he: "I differ with you as to the plan of fl campaign against the Citadel and ^ the South Carolina college. They P are too strong to l>e carried by a A single assault. My plan is, carry ^ the Citadel first and then disarm c the friends of the Citadel of a mo tive to support the South Carolina college, and thon carry the college. , 1 had l?ecn and was at the time i making an issue in I'nion county against higher education by the ! State, while he was thundering I I fr#?m Uiu i ... UI -.1- ? A ?ia ./iin,oijr, y wijiuij .teeuih 10 have been a joke battery,) against the Citadel. I have made these statements to Tillman by letter and asked him to contradict them if he could, and he has never done [. it. I have published then) before I* and ho has acquiesced by silence r in their truthfulness. I dare him v h now to contradict the substantial * truth of what I have said. But, perhaps, since his elevation from hia magnificent mansion in Edge* l% field to the governor's palace and i, from there higher to the chamber of the American senate he can contemptuously treat with silence one of his "peanut politicians" ti|K>n whose shoulders he made his ^ ascent. When he storms now against what he calls 'imperialism" it may be in a joke like hia storming against the Citadel and South t Carolina college. G. Wai.t Whitman. 1 Jonesville, July 3, 1899.
