Seattle, Wash., June .'J. ?According to a letter from a Washington volunteer in tho Philippines, a novel argument has been presented bv Filipinos at Manila, who favor the unconditional mirs render of the insurgents. They have sent a resolution in to the interior which reads in part us follows: "Would to Cod that the Filipinos might learn a lesson from the sad history of the Confederate States of America. The Confederates were defeated by land and sea, and after four years of most hitter and bloody fighting thev surrendered unconditionally. Their land was laid waste, anil the country is still behind other sections of the United States in prosperity. We huve certainly shown our patriotism and bravery, and sure ly our honor has been satisfied. We have nothing to gain and everything to lose by the uneipial struggle. We have a group of a ' thousand islands, inhabited by 8,000,000 people. Judge Buchanan Holds Them Unconstitutional?The Reasons. To the Editor of The State: Judge Buchanan has held that part of the school law which provides for levying a special tax unconstitutional, in that the voting is limited to voters "who return real or personal property of the value of $100 for taxation." He hold that all electors who are qualified to vote in other elect'ons should he allowed to vote on the special Tax. Upon these grounds he has issued an injunction to stop an election which was advertised to he held, in accordance with the statute, in Boykin school district No. 11, in this county. This also stops several othor contemplated levies in this county. 1 would ho glad if attentiou was called to the situation so that the legal authorities and members of the general assembly may investigate the matter and provide some plan to reconcile the constitution, the siatuto and the court R.
