Bemt 9'Hith on the Duty of ths North to the South?A Latter to Thadiaui Stevens. Hon. ThadJeut Stevens: De ar Sir: You are reported in the New Y >rk Tribune n* having recently B&id on the iloor of Congress ; "It is now held l>y one of the most lib eral and enlightened gentlemen in the Count)"? (I mean Oerrit Smith) that ?e ahou'd even pav ft portion of the datnaoft the South. So, too, was the enactment of that infernal fugitive slave act, which even the good Abraham Lincoln was compelled by the pro slavery sentiment of the North as well as of the Sooth to en force so rigor">nsly. With comparatively few exceptions, our Northern colleges, theological Seminaries, am] political an<] religions parties were on the sido of slave ty. The commerce of the North was emphatically i'd the interest of slavery. In the light of euch facts, it snrelv cannot be denied that the North made herself largely respon?'hle for American stavcrv. But the war csme of slavery; and the poverty and desolation of the South came nf the war; hence, to the same degree that the North was reapnnsi bio for slavery, is ?he responsible for the war and for its ruinous results to the South. You call mv sympathy with the South, and my desire to have the North he'p her, ''sickly humanity." I call it simple linn no# ? Jf rr, . *,?;~l,l.?. ? ? ,1 f J.O., i? . I to (Vol that honesty requires ine to help him rebuild. Would to God that Congress were so just And wise as. At this verv sessmn, to lend fifty millions of dollars to the Con federate States?to each of thetn so much of it as would be proportionate to her population and to what she has suffered frotn tbe ravages of the war ! The share falling to each S'a'e to he distrihn'ed throughout her territory in loans upon adequate security. This, hv proving the love and pitv of the North, for her, would wlu the heart of the South, nnd would thi\s produce a true and lasting peace be tween them. And then it would he worth to the nation, if only in a financial point of view, tnnitv times fiftv million of dollars. Gold would no longer bear a premium of 40 per rent., and our Gov emment would no longer have to pav 7 per cent, nor much more than half 7 per cent., interest on its loans. y Very respectful'v, yours, 0ERR1T SMITH. Peterboro', .Tulv 15. 1807. The Course of the Executive upon the Late Reconstruction Act. The Washington National IntelUgen ter, of Tuesday, has the following, which may be regarded as semi-official : "It is understood, In well informed cin cles, that tbe 1'iesulent will cheerfully and promptly enter upon the execution of the reconstruction act of tbe last session of Congress, giving, if occasion requires, explicit iustruCtions to the Commanding 1 Generals. It \? hii important principle in morals and politics, not to mistake tl.e cause for the pretext, nor tlie pretext for tl.e cause ; and by this means, to rli?tit*fpuish let?*eert the cause and the ostensible motive. On this principle, history might l?e re< i ami in H 11 pw m^nnerj n wmiui not ofien describe circumstances cAuracters a* ihoy uiuallv appear. When we mistake the characters of men, w?j mistake llie nature of tlieJr act lions; and we shall find in the study of secret history, that some of the most imt portent events in modern h'story were produced from verr different motives from their ostensible ones Without citing examples other than the great subject which now occupies the pol'< tic mind, and which involves the destinies of a nation, we would ask the cause but at the same time consider the pretext for plunging a government, once the admire* tion of the world, into a state of anarchy and confusion. The Congress, a body of men to whose care and wisdom the people entrusted the power of imkuig laws for the benefit of their common country, have truckled to their own base aspiration, and become the despised and contemned of every bravo and virtuous man. With the pretext of preserving the Union, the blame ol eeces sion was thrown upon the South.?? Thousand* of soldiers were brought to the Union ranks bv the cry "preserve the Unlor." The people of the North were led on by th# rrv, anil though many like Xerscs, viewed the smoke of battle from nfar. vet from turret anil tour "the crusade for the Union" Was preached.
