"It is now held l>y one of the most lib
eral and enlightened gentlemen in the
Count)"? (I mean Oerrit Smith) that ?e

of that infernal fugitive slave act, which
even the good Abraham Lincoln was
compelled by the pro slavery sentiment of
the North as well as of the Sooth to en
force so rigor">nsly. With comparatively
few exceptions, our Northern colleges,
theological Seminaries, am] political an<]
religions parties were on the sido of slave
ty. The commerce of the North was
emphatically i'd the interest of slavery.
In the light of euch facts, it snrelv
cannot be denied that the North made
herself largely respon?'hle for American
stavcrv. But the war csme of slavery;
and the poverty and desolation of the
South came nf the war; hence, to the
same degree that the North was reapnnsi
bio for slavery, is ?he responsible for the
war and for its ruinous results to the
South.

of it as would be proportionate to her
population and to what she has suffered

falling to each S'a'e to he distrihn'ed
throughout her territory in loans upon
adequate security. This, hv proving the
love and pitv of the North, for her, would
wlu the heart of the South, nnd would
thi\s produce a true and lasting peace be
tween them. And then it would he
worth to the nation, if only in a financial
point of view, tnnitv times fiftv million of
dollars. Gold would no longer bear a
premium of 40 per rent., and our Gov
emment would no longer have to pav 7
per cent, nor much more than half 7
per cent., interest on its loans.
