They protest dispassionately, yet firmly,, against the so called . Reconstruction Acts of Congress, aud against the vindictive partisan ship of the administration of those acts as wrong in principle, oppressive in action, and J ruinous to the States of the South, as-well es hurtful to the true welfare of every portion of oar common country, leading directly, if not intentionally, to the permanent supremacy of the negro race in all the States where those laws aro enforced. 4. Protests against thc policy of Congress. 5. Protests against assembling the Conven tion, which they affirm, with the evidence be fore them, bas been ordered under the pre tence of votes illegally authorized, forcibly procured, fraudulently .received, and falsely counted, LS they believe, and ia view of the solemn responsibilities of the issues involved, " we do hereby declare that we- will forever hold the work of framing the Constitution by such authority, w:th intent to be forced by military power on the free people of this an cient commonwealth, as a crime against our people, against the peace of society, against the purity of the ballot-box. and against the diguity aud character of representative insli tutions. .
