A MODEL HEALTH OFFICER. On Wednesday of last week the health officer of this port, I)r. Henry Jones, hoarded the ZJer/Ar/, Capt. Trevett, a small schooner which makes regular trips between the islands and Savannah. He examined the vessel and gave the captain a permit to come up to the town. Subsequently ho got into a wrangle with Trevett about his fees and demanded back the permit and then ordered the vessel into quarantine for fifteen days, upon the pretence that a l?ov who was Buffering from headache, and whom he had seen before giving the permit, was sick with a contagious fever. Trcvett disreganied the order, rmd came up to town and discharged liis cargo. Jones made out a warrant for his arrest and gave it bothe sheriff. The officer was advised that the warrant was issued without any authority of law and declined to serve it. It was subsequently served by the town marshal, and Trcvett was brought before Trial Justice Williams. After a long hearing the case was dismissed. Meantime the boy was remaining in town and showing no signs of serious illness, not being confined to his bed. Ho was attended by Dr. Gibbs, who thought very little was the matter. ' Foiled in his attempt on Trcvett, Jones issued another of his warrants and had the boy arrested on Saturday, put him ih a boat and took him down to the quarantine ground on Paris Island. Ho was there put in charge of a colored family, and this careful doctor left his patient, who was suffering, lie said, from a contagious fever, and returned to town. On Saturday a writ of habeas corpus was served upon Jones, ordering him to produce the body of the boy before two trial justices of the town. This was disregarded by . .Tones. Jones' whole course in this matter has been that of an ignorant, conceited and spiteful quack. We don't believe lie is possessed either of the knowledge or discretion necessary fbr the place he holds, nor do we believe that he is any such physician as is contemplated by the law. The bogus university in Philadelphia, recently pulled by the police as a fraud and disgrace to the city," is probably the place where he got l.-s diploma. A petition fbr his removal has been numerously signed. A PLEASANT REMARK. A passenger on the Port Royal railroad a few days ago stepped on the platform at Allendale and made some inquiry of a by-stauder as to the cotton and other shipments from that point. Upon returning to his scat he overheard the following conversation: Hiuii-tonkd loafer, No. 1.?"Who is that, John 7" IIlUII TONED LOAFER, No. 2.?"I dbn't know; some God damned yankeo, L suppose. The gentleman happened to be a Virginian;. a wealthy tobacco manufacturer in Richmond ; had led a Virginia rcgi niont through the war, ami was coining to Port Royal with a view to iuvestment in timber lands. He addressed the writer of this, and a*ked what kind of people these South Carolinians were, lie had heard a similar epithet applied to himself before in the state, when endeavoring to ascertain its capacities by inquiry at railroad stations. He said that lie thought the poorest state in the confederacy might well conceal, if it could not conquer, its hate, for without yankeo capital and yankce energy, it was likely to remain ju*t what it is. _ The Panic. The panic of last week quickly spread tb every part of the country. The !>ank> generally suspended the payment of currency, certifying clucks which were accepted as good at other banks and by the business community. The president, in order to relieve the market, ordered the gold interest due Nov. 1, to be paid on Oct. 1. Ho also promises further relief by the re-issue of currency, if the banks adopt a liberal policy by discounting legitimate business paper. The Treediu:?.u\s Hank. This institution 'ia-- ceased to pay out money to its depo-iturs, and demands sixty days notice. This will be the cause of serious embarrassment to many persons who have depended upon the amounts committed to it to carry thorn along until their cotton is picked and old. A simple presentation of a check which is refused payment is not such a notification as the bank requires. If you want to give a proper notice, write it out and have the c:i*iiicr endorse upou it the date of his reception of it. Rich & Wright have so renovated and improved the Jenkins' fyousc that it may be said to have been made new. The basement of the house has now three good business rooms; one of i them is occupied by the Southern Express Company, one by John Rich & Co., aud the other by Mr. Wright, U. S. revenue i collector. The upper part will be used as a dwelling by Messrs. Rich & Wright. The renovation of this building, the improvements of Gen. Smalls building and the erection of the new house of Dr. W.J. Jeuking has made that end of Bay street a busy and attractive spot. The yellow fever has appeared in New Orleans, Vicksburg and Cairo. AUCTION SAL.E OF A LIBRARY.
