Mr. Editor?Perhaps a few words concern* lng the Immigration Commission and lis trip abroad will he of interest to tbe readerB of .voar paper. As most of tbem already know, this Commission was created at tbe last sen- j hIon of Congress, and its creation grew out of 1 tbe disousslon of tbe Immigration question, , wblcb was given a great deal of attention ' daring tbe session. Tbls was emphasized by tbe number of amendments that < were Introduced, ot conflicting kinds. Borne 1 wanted our present immigration laws made 1 more lax, while others wanted tbem made more stringent. Congress was slow in agreeing to any particular measure, and there was 1 much uncertainty as to wbat should be done for tbe beat interests of the country. Finally It was decided to appoint a commission to In vestigate tbe whole matter in all ol Its phases, and to report its findings to Congress. Tbe Commission consists of three Senators, ' three representatives, and three laymen ap- ' / pointed by tbe President. Tbe Senators are I / Messrs. Dillingham. Lodge, and myself, mem- 1 hereof the Senate Committee on Immlgra- ' tlon. The representatives are Messrs. Howell, Bennett, and Burnett, members of tbe I House Committee on Immigration. A close inquiry among the passengers, re- i ports of special agents and our own commls- 1 sloners emphasises tbe fact that in order to I eet permanent benefit from immigration It ' & necessary to treat the first Immigrants in a community well and to surround idem with proper eoonomlc conditions. Id other words, the wages paid, whether In money or cheaper rents, or lower priced food and clothing, mnst equal, or nearly equal, what can be obtained In any other section of on r country. If these conditions are met the first immigrants will be pleased, and will write baofc to Ihelr friends that conditions are satisfactory and their friends will follow them. On the other hand, If these conditions are not met, the first Immigrants will go some-where else and will not write their friends to come until they have found a plaoe where condition* are satisfactory. Of coarse it must be borne In mind that conditions generally In our country are much better than they are abroad. Conditions in different parts of our own country, however, vary, and these variations are not always fully understood by oar own people, and tbei are liable to be misunderstood by the immigrants. For Instance, an immigrant arriving In one Bectlon of tbe United (States may hear of some other section where, he is told, the conditions are much better. It is quite natural that he should not understand the disadvantages of the other section, and should become dissatisfied and want to go elsewhere. If we are to get the benefits of immigration we muet make the first ones who come over satisfied with the conditions they find.
