An Interesting Letter from Senator
Latimer.

Mr. Editor?Perhaps a few words concern*
lng the Immigration Commission and lis trip
abroad will he of interest to tbe readerB of
.voar paper. As most of tbem already know,
this Commission was created at tbe last sen- j
hIon of Congress, and its creation grew out of 1
tbe disousslon of tbe Immigration question, ,
wblcb was given a great deal of attention '
daring tbe session. Tbls was emphasized
by tbe number of amendments that <
were Introduced, ot conflicting kinds. Borne 1
wanted our present immigration laws made 1
more lax, while others wanted tbem made
more stringent. Congress was slow in agreeing
to any particular measure, and there was 1
much uncertainty as to wbat should be done
for tbe beat interests of the country. Finally
It was decided to appoint a commission to In
vestigate tbe whole matter in all ol Its
phases, and to report its findings to Congress.
Tbe Commission consists of three Senators, '
three representatives, and three laymen ap- '
/ pointed by tbe President. Tbe Senators are I
/ Messrs. Dillingham. Lodge, and myself, mem- 1
hereof the Senate Committee on Immlgra- '
tlon. The representatives are Messrs. Howell,
Bennett, and Burnett, members of tbe I
House Committee on Immigration. Tbe '
President's appointees are Messrs. Cbas. P. 1
McNeill, J. W. Jenks. and W. H. Wheeler. 1
Senator Lodtce and Messrs. Nelli and Jenfcs

We are due Monday at Qlbralta, and tbe
steamer then goes on to Naples, where tbe <
party will land. The weather has been Ideal I
so far, and the trip haB been delightful. 1
Tbere baa been little if any seasickness.
Tbe Commission has already started its I
work. There are abont 400 steerage paeseo- >
gerson board,.which olass embraces the In.- i
migrants, who are returning to their native '
homes. We have gone among them and
made investigations as to their reasons for re- <
turning. Abont88 per cent are returning on 1
account of Blofcnesti; many are going home to 1
visit tbelr relatives,ftDd others ure going over
to bring relatives baok with tbem. Tbe 1
general condition of the steerage passengers 1
is good; they have fair accommodation* and '
tbe legal requirements of onr government '
with regard to space on board tbe tship and '
sanitary conditions are compiled with.
A close inquiry among the passengers, re- i
ports of special agents and our own commls- 1
sloners emphasises tbe fact that in order to I
eet permanent benefit from immigration It '
& necessary to treat the first Immigrants in a
community well and to surround idem with
proper eoonomlc conditions. Id other words,
the wages paid, whether In money or cheaper
rents, or lower priced food and clothing,
mnst equal, or nearly equal, what can be obtained
In any other section of on r country.
If these conditions are met the first immigrants
will be pleased, and will write baofc to
Ihelr friends that conditions are satisfactory
and their friends will follow them. On the
other hand, If these conditions are not met,
the first Immigrants will go some-where else
and will not write their friends to come until
they have found a plaoe where condition* are
satisfactory. Of coarse it must be borne In
mind that conditions generally In our country
are much better than they are abroad.
Conditions in different parts of our own country,
however, vary, and these variations are
not always fully understood by oar own people,
and tbei are liable to be misunderstood
by the immigrants. For Instance, an immigrant
arriving In one Bectlon of tbe United
(States may hear of some other section where,
he is told, the conditions are much better. It
is quite natural that he should not understand
the disadvantages of the other section,
and should become dissatisfied and want to
go elsewhere.
I learn through one of my brother comna Issloners
that tbe planters of Hawaii early this
yearseDtan agent to tbe Azores, which is
nnnnifd bv Portugese. and succeeded In se
curing a snip load under contract to engage
in sugar planting In tbe Hawaiian Islands.
Shortly after arriving at that destination a
general exodus to California ensued, owing
to tbe report of better wages prevailing in
tbat State. This instance seems closely
analogous to tbat we bave recently experienced
in our own State. and goes to prove
tbat tbe Immigrant, no matter bow mucb be
may be bettering bis original condition by
Immigration, wilt not hesitate to belter himself
alter arrival at bis first destination on
learniDfc tbat better wages or conditions prevail
elsewhere. As an evidence to tbe interest
of tbe Immigrants In our oountry, I
quote tbe follow ing from a reoent official report:
"Distribution tbrougb labor agents Is tbe
most satisfactory method lor the unskilled
worker. 1 be most effective Is tbrougb tbe
United States Domestic and International
Mftil Service.
"Tbrougb this channel reliable Information
as to employment, wages, aDd location Is

great mass of Immigrants go unerringly to
ibe stales where wages are highest and their

effectiveness of tbe system and tbe aocuracy
of tbe information."
This will give some Idea of tbe codoIubIodi
tbat I have reached as far as our Investigations
have gone, and I find tbat this view is
shared by tbe other members of tbe Commission.
If we are to get the benefits of immigration
we muet make the first ones who
come over satisfied with the conditions they

their friends and relatives, who will follow.
I will mail tbls letter at Gibraltar, where
our ship will call, and will try to write occasionally
while on tbe trip. On reaobing
Naples we begin our eludy of the condition*
surrounding tbe immigrant in his native
land, and the causes that Induce him to emigrate.
From Italy we will go northward. The
exact Itinerary has not been folly determined,
and may be changed to suit circumstances.
We are scheduled to sail from
Liverpool for home on August 29tb, and will
reach New York about September 6.
