Washington, March 29.?Hereafter postmasters in the larger offices of the country are to be held strictly accountable for the time and personal attention they give their official duties. Postmaster General Burleson announced yesterday that he proposed not merely to discourage. but to stamp out the practice said to be followed by many first ^ and second class postmasters of imposing a considerable part of their duties upon subordinates in order to utilize the time for personal ends. Furthermore, the postmaster general, In muklng recommendations for appointments to these offices, will require in addition to the usual qualification, an assurance from the applicant that his whole business time will be devoted to the duties of the position. "It is the policy of the administratic n," said a statement issued from '.he department, "to require in all ca? es conscientious and efficient service from its officers and employes. Clerks and carriers are required Ly law to serve eight hours daily and the postmaster general sees no reason why the postmaster, who is the highest paid employe in the office, should not give at least an equivalent in time and efTort.
