Burleson Says They Must Attend to
Official Duties First?Eight Hours
Daily.
Washington, March 29.?Hereafter
postmasters in the larger offices
of the country are to be held
strictly accountable for the time and
personal attention they give their
official duties. Postmaster General
Burleson announced yesterday that
he proposed not merely to discourage.
but to stamp out the practice
said to be followed by many first
^ and second class postmasters of imposing
a considerable part of their
duties upon subordinates in order
to utilize the time for personal ends.
Furthermore, the postmaster general,
In muklng recommendations
for appointments to these offices,
will require in addition to the usual
qualification, an assurance from the
applicant that his whole business
time will be devoted to the duties
of the position.
"It is the policy of the administratic
n," said a statement issued
from '.he department, "to require in
all ca? es conscientious and efficient
service from its officers and employes.
Clerks and carriers are required
Ly law to serve eight hours
daily and the postmaster general
sees no reason why the postmaster,
who is the highest paid employe
in the office, should not give
at least an equivalent in time and
efTort. The postmaster is selected
for the position which he holds be- I
cause of his presumed superior I
ability, and it is not fair to the gov- |
ernment that he should employ In
other directions qualifications which
should be placed at its disposal. It
is believed that if all postmasters,
Instead of leaving their proper
? duties to subordinates, honestly devoted
a proper amount of time to
the personal supervision and direction
of the work, not only would
the service gain in efficiency, but
considerable economy would be affected.
DEEPEST DEJECTION.
Caused in All Sections by the Fall
of Adrianople.
Constantinople, March 30.?The
Bulgarians left 1,000 dead on the
field after the engagement yesterday
west of Blyuk Chekraedy, according
to n n nfflrlnl rnnnrt Sln?a
this engagement all has been quiet
along the Tchatalja lines as well as ;
Bulair.
The fall of Adrianople has caused
a feeling of deepest dejection In
all sections, which has tended to increase
the unpopularity of the gov.
eminent. The British vice consul at
V* Adrianople sends a message that all
the consuls and foreign communl- t
ties are safe and well. His report
says that the Bulgarians took only
15,000 prisoners, the rest of the j i
garrison being in hiding. j
It is expected that the powers' {
note on the subject of mediation
will be presented to the Porte tomorrow.

Clutches of the System.
In the April American Magazine
appears "The Diary of a Cop" which
tells how a decent man is frequent- \
ly turned into a grafter when he !
Joins the police department. The
writer of this diary was originally a
truck driver. He finally became a
captain in the police department.
Following is an extract from his
story:
"My salary now is $2,750 a year,
and it is good pay for a man who
was a truck driver. I could retire '
(on half pay, and me and Minnie and
the kids could go to the country and <
get along easy on it and have a good
time. I could even start a little \
trucking business of my own on it. |

a roundabout way at first, and then
they get you and you can't be on the

for a man who wants to be honest,
the police force ain't."
