Attorney General McReynolds told ^ Mr. Webb that while he had not personally considered the bill with a view to determining its constitutionality, several of the assistant attorney generals had and their decision was opposite to that held by President Taft. the Webb law antf' would see Mr. McReynolds told Mr. Webb that he was doing his best to uphold the Webb law and would * see that It Is enforced to the utmost.
