Tht greatest mistake the South ever mad< was in taxing white men to educaU negroes. As to immigration, let immigrants come of their own accord but don't hire them to come?not worth the fetching. It cost $l<i.(H)0 to hring over those in the Witekjnd, and not n one 01 mem can now oe poinreu 10 to making a good citizen. He said Ansel had changed on the liquor question. Six years ago he thought the dispensary tbt best solution, two years ago, local option and now he has another pet baby which he otters as a solution to the liquor problem. Let the liquor question alone, said the speaker?local option is the thing, lie stood by the dispensary as long as he could. If prohibition is wanted let the preachers quit preaching politics and preach Christ and Him crucified. Let the women teach their children to let liquor alone. Let the young women refuse to dance or go with young men under the influence of liquor. If legislature passes {State prohibition act ho will sign it. Believes in democratic government and democratic rule?in white man's rule, and if elected no negro will ever hold a commission with his name signed to it. He closed by making an application ol Ansel's famous "liro. ('ratiord" story. "Hurrah for Illease" was heard a time or two during Mr. Illease's speech. GOV. M. P. ANHKL, was next introduced. Ho thanked the ladies lirst of all for their presence. Glad that they are taking an interest in polities and in candidates. The country is safe when ladies take such interest. The office of governor is the highest within the gift of the people, and one to which the humblest citizen can aspire. Asks reelection not because h? was elected two years ago, but upon his merits if the people find him sufficiently worthy. As to a colored man holding a conimission-the only new matbrought out by his opponent?it loo been the custom in South Carolina foi many years to anooint a colored man ol exceptionally good character a notary public when recommended by white men. Much had buonsaid about the Ansel administration, larger appropriations, etc. His opponent has been a membei of the Legislature since lh!>0?why hasn't he held down the appropriations? The governor can only execute the laws as made by the legislature. That body, and not the governor, makes the appropriations. The legislators come fresh from the people ami they are supposed to know what the people want. We arc a progressive people, are progressing along all lines. We can't live today on what we did 10 years ago?the purchasing power of money not so great. It costs more now to run the great institutions of the State-. The State hospital, for instance, costs a great deal mor< than|ii (liil a few years ago. The Number of inmates lias greatly increased. The inmates now number l.'t7.r>. There were .r>7<] admitted last year. believes in liberal appropriations for ihese unfortunate peuph The I leaf I uimb and blind Institute at Cedar Springs should also ever receive our fostering care. There arc 1 .'in there today, and they are only costing tin State ?132 per capita per year, which is cheaper than any similar institution anywhere is being maintained, explains why he recommended the 2-mill extra levy. The State has to borrow money to pay interest on its bonded debt of 96,000,000?has borrowed $400,. 000 this year. Tho State is paying every year from $10,000 to f lf>,000 interest on borrowed money. Favors KotliiiK the State on a eash basis. Wants State to be in a position to pay its obligations when due. The bonded debt will no refunded in 1019 and in meantime wants the State to keep its credit up, so as to refund at a lower rate of interest?3 or 3% per cent, say. This is hut a business proposition?no polities in it. If at- iiimi ueen a |><>iiiiciap. ho would not have made the recommendation which he did. As to suggested increase of salary: The governor now gets $3,000 a year, but it costs hiin $1000 a year more than his salary to till the office. <lov. McSweoney said when he was governor that his expenses were $100 a month more than his salary. The governor has to give a lot of entertainments, whi/'h /'/if mon/itr ' """"'J' ?"? ?? North Carolina gets $4,000 a year, and the governor of UeorgiA a like amount, w hile the governor of Virginia gets $6,000. Had tho legislature aeted on the suggestion the increase would not have applied to his present term of office. As to governor's mansion, the building is an old one and in need of 9 THE repair?was exerted over 60 year* ago ? Merely suggested the appointment of i committee to look into the matter of i - new location etc.also as to larger quarten I for Supreme Court. The State Is now t paying rent for rooms of some staU ? officers. As U? immigration, the de i pertinent of agriculture, commerce ami ) immigration was established before h? went into office. As to its work, he re , ferred to the "Handbook of South Caro I linn, issued mis ji'Hi. unuer me r'? ? you can't pay ex|)ensos of immigrants i to this country. Favors home-seekers . and home-huilders. As to educational I question. <>nc reason the appropriations wore larger. an appropriation was J made by the legislature for the buildinn of new ilormitorios at Winthrop. Hundreds of girls have to l>e turned away for la?K of accommodations. While every man can't send his daughter to Winthrop, he, in common with all others, is benefited by the fine work being done in the schools throughout the State by Winthrop graduates. As OwWU,... of incuron.v. .^mnilocmnnr th? legislature saw fit at its Inst session to establish, it doesn't eost the people a cent. It is designed as a protection to those who insure their lives or thoir property. Several companies have already been weoded out by the commissioner. As to liquor question, recommended to last legislature that local , option be improved, by limiting to one dispensary counties having dispensaries. ' Better still, lot the whole State be made dry and then let those counties that i want liquor vote it in. Throughout his administration he has had but one idea in view?the promotion of the best interests of the people of South Carolina. The governor was liberally applauded as he closed. The chairman road a letter from State Treasurer Jennings, stat ing his inability to lie present on ao. count of sickness. The meeting then adjourned. I " ' t Mr. J. M. McAteer went over to Rock Iiill Monday afternoon to accompany home this week Mrs:. McAteer, who has i boon under treatment of Dr. Fcnnell at the hospital there, hcing greatly iinproved thereby.
