The office of governor is the highest
within the gift of the people, and
one to which the humblest citizen can

The governor can only execute the laws
as made by the legislature. That body,
and not the governor, makes the appropriations.
The legislators come fresh
from the people ami they are supposed
to know what the people want. We arc
a progressive people, are progressing
along all lines. We can't live today on
what we did 10 years ago?the purchasing
power of money not so great. It
costs more now to run the great institutions
of the State-. The State hospital,
for instance, costs a great deal mor<
than|ii (liil a few years ago. The Number
of inmates lias greatly increased. The inmates
now number l.'t7.r>. There were .r>7<]
admitted last year. believes in liberal appropriations
for ihese unfortunate peuph
