' Mr. Rucker, of Anderson, was the first speaker recognized. Mr. Rucker made a vigorous talk against repeal. He predicted that if the repeal were put into effect at once the demand from the farmers throughout the state would compel an extra session of the leeislature by September, to put the law back on the books. "I dare you," shouted Mr. Rucker, uw?th all your boasted majority, to pass this bill effective at once." "We are not so foolish." 1/ _ ...... . - - f quieuy ?repueu Air. Kiehards. The repeal, the opposition contends, would depreciate to prac tically nothing less tiian $'29, 000,000 worth of lien securities in the state. Mr. Richards* object in asking that repeal become effective January 1st next, is to protect this class of securities. Mr. Verner, an extensive far- , met*, followed Mr. Rucker, favoring the bill Mr. Verner ac- , cepted Mr. Rucker's challenge to make repeal effective at once, lie would so vote. Mr. Juo. R. Harrison, ot Greenville, opposed repeal, as he said he had done three sue cessive years on the floor of the house. He was satisfied to let the law stand, if for no other reason, because the farmers un dcr the law are prospering as never before. Ho did not ho lieve the farmers were prepared to do business on a cash basis. The house reached a vote on Mr. Richards' bill to repeal the merchant lien law at 1:15, refusing to kill tlie bill to repeal by an aye and nav vote of 75 to 29. Mr. Rucker at once moved to .amend by making the act effective immediately upon its approval by the governor. An aye and nay vote was also taken to tins, Mr. Richards an pouncing that if it prevailod, he would slay his Lill with his own hand. Mr. Rucker'a effort was defeated 91 to 17. Mr. McMaster proffered an uiuo.nnut-in iu m?KH mo law eieflfective in 1910, instead of 1909 This, loo, the house refused to adopt, the vote against it being 81 to 24. And the Richards bill rests in statu quo. The senate passed the Sinkler bill making the terms ot office oi county superintendent of education and county supervisors four years instead ot two, the bill going to third reading with notice of amendments making exceptions as to certain counties.
