Tar Heel Congressman Introduces Bill to Protect 1 "Dry" Territory. Washington cor. Charlotte Observer: Mr. Webb of the ninth district, introduced today the following bill, to prohibit the shipment ot liquor from one State to prohibition territory ot another, which he showed to Mr. Littleficld, of Matue, and Judge Clayton, ot Alabama, two of the leading lawyers of the House, from whom he got favorable op inion9 : "Be it enacted that it shall be unlawful for any railroad com pauy, express company or other common carriers to transport any spiritous liquors from one State to another and deliver same in territory of the latter State, where the saie and manufacture of such liquors is prohibited in said territory by the laws of the State wherein said territory is. Any common carrier violating the provisions of this act shall be guilty ot a midetneanor and upon conviction therefor shall be *6 fined not less than $100 nor more than $5,000 in the- discretion of the court." This bill iroes further thin Hepburn-Dolliver bill. That liquor legislation will be considered seriously this session ot Congress there is no doubt. The popular wave has struck Washington. The ear was large, white, full-grainedperfect in every point. It captured the prize, of course. At the end of the show it was put up lor sale to the highest bidder.
