Washington, July 13.?Postmastor General Meyer today pro mulgated an order, effective Aug. 1st, providing that Ihe face side of a postal card may be divided by a vertical line placed approx imately one-third of the distance from the leit end of the card; the space to the left of the line to be used lor a message, etc., the po-- 1 tion to the richt to be used for I the address only. A very thin " sheet of paper may bo attached if it completely adheres to the card, and such a paster may bear both writing and printing. Advertisements, illustrations or writing may appear on the back of ^ the card and on the left third of the front.
