As it is now, if one happens to have a good siig gestion for the advancement of the town's interests, there is no organized body to which lie might submit his ideas and plans, with the view ot haying them taken up and put into execution. It is true we have a town council, but thtTe are many matters calculat ed to benefit the town which do not.come within the province ol the municipal authorities. It, lor example, discriminating freight rates or railroad schedules should be imposed upon Lancaster, the matter cculd be taken up by tin town's business organization, and upon a proper showing made before the railroad authorities oi tho railroad commission, no doubt have the rates reduced or sched u)cs cnangeo, when individual appeals or complaints would most likely prove altogether ineffective. Xlovernor Hey ward's message In the legislature is characters trc of the man?forroful, clear.mit, singularly free from com-j nnn platitudes and meaningless erbiage, outspoken on questions of public policy and replete with valuable suggestions to the law. s making power ot the stale gov c ernneoi. The governor never a leaves one in doubt, as to where C s he stands on any public question, however dangerous it may be lJ from a political standpoint or ot hoi wise. To have a public officer nowadays discuss matters 1 of great moment to the people with entire freedom and candor, unhesitatingly giving his own 1 opinions, is truly refreshing. As was to be expected, the ' governor dwells at length on the burning question of the day, the r dispensary, llis views on this subject are published in full ehe where, and will be comment 1 ed on in these columns later.
