According to the Department of Energy (DOE), the U.S. will be moving away from its current dependence on oil and natural gas, but will still be a long way from dependence on renewable resources. Rof/trn uio rAli/*W I ~ ?? ? * ? 1 uv>ui^. ??g iciicu <jii uii einu natural g3S, WG got most of our energy from wood and then from coal, making the oil age our third energy cycle. The DOE plans for the country to move on tnrough truee more cycles in the coming years. According to the DOE, the fourth cycle (from the present to 1985) will be much like the third, with continued heavy reliance on oil. Our oil supplies will be helped by nonOPEC sources such as Mexico and the United Kingdom, and we will increase our use of natural gas, coal, uranium (nuclear fission) and renewable resources. The fourth cycle plans don't do much about changing our fuel supply. We will still be in the age of oil. However, the DOE does u-:? " " umig conservation ana erticiency onto the scene as, in effect, energy sources. Conservation generally refers to our efforts to use less energy, and in carpooling or insulating our houses. Efficiency is a type of conservation that refers more specifically to getting more out of the energy we use. More efficient cars get more miles to the gallon and thereby conserve oil. Conserving energy is a way of supplying us with more energy. Conservi oil earned." To meet the targets of energy conservation and increased efficiency, the government will emphasize conserving energy mostly through higher prices, but also through fuel efficiency standards in automobiles, buildings and equipment, and through economic incentives such as tax credits. The fifth cycle (1985 to 2000) would move us away from oil dependence by increasing our use of coal, "synfuels" (synthetic fuels, such as gasified coal), solar energy, oil shale, unconventional gas and nuclear power and by further increasing efficiency in energy use. The sixth cycle (2000 and beyond) would represent our transition from reliance on non-renewable resources to use of renewable resources and advanced nuclear technologies. r ? oume 01 me general rorecasts the government has made about our energy use be tween now and 2000 include the following: ?U.S. total energy consumption will continue to increase, but not at the rapid pace it used to. ?With decontrol of oil prices, domestic oil will cost almost a much as foreign oil. Even so, and in spite of oil from Alaskan and offshore drilling, we won't be able to increase the amount of oil we produce domestically. ?With decontrol of some natural gas, its bargain status in comparison to oil will decrease. It will eventually cost almost as much to use natural gas as oil. Employee T Should Be I Every payday Clinton Mills uses the Form W-4 you completed to determine how much Federal income tax to withhold from your pay. The Company uses the number of withholding allowances you claim on the W-4 to figure the amount of tax to withhold. So it is important to keep your W-4 up-to-date to reflect any changes in your withholding allowances. The more withholding allowances you claim, the less tax is withheld from your pay. The fewer allowances you claim, the more tax is withheld. The instructions on Form W-4 explain how to figure the withholding allowances you are entitled to claim. File a new W-4 if necessary. You can get Form W-4 from the Personnel Department. You should check the number of your allowances if: 1. Your marital status changes. 2. Your dependent is born or dies. 3. You begin or stop support;ng a dependent. 4. You become 65 years old or blind. 5. Your eligibility for the "special withholding allowance" changes. 6. Your eligibility for additional withholding allowances for credits, deductions, or . alimony payments changes. If the number of allowances you are entitled to claim INCREASES, you may file a new W-4 at any time. If the number of allowances you are entitled to claim DECREASES to less than the number you are now claiming, you must file a new W-4 within 10 days of the change. You can estimate your taxes for the year by using the worksheet in Form 1040-ES, Declaration of Estimated Tax for individuals. Then you can decide whether to change the number of withholding allowances you are claiming so you can have less tax or more tax* withheld. IF YOU WANT LESS TAX WITHHELD, you 3 Energy ?Even with rising prices, domestic natural gas production will fall off. (Natural gas suppliers are apparently counting on such things as gasified coal to assure gas supplies in the future.) ?Americans have increased their use of electricity twice as fast as their total energy use. Electricity use will keep on growing, but, like our total use of energy, at a slower rate. ?uur use or coai, especially tor generating electricity, will increase. Coal will also be used to make synfuels?synthetic liquids and gases?to take the place of oil and natural gas. ?Use of nuclear power to make electricity will increase. If it doesn't, more coal will be needed in its place. ?Solar energy and other "new" energy sources will provide us with about five percent of our energy by 2000 (not including hydro and geothermal contributions. Looking at past history, we find few miracles but many manacles with regard to energy. To assume that the Middle East, which supplies most of our imported oil, will remain stable through the year 2000 is, according to some forecasters, to assume a miracle. ax Records Jp-To-Date should claim all the allowances you are entitled to. However, if you work for more than one employer, you mav not claim the same allowances with each one. If both you and your spouse are employed, you can divide allowances between you, but both cannot claim the same allowances. If you are eligible, you may claim any of the following withholding allowances: 1. The "special withholding allowance" if you are single with one employer, or married with one employer and your spouse is not employed. 2. Allowances for estimated tax credits for the earned income credit, credit for child and the dependent care expenses, credit for the elderly, and residential energy credits (see the instructions on Form W-4). 3. Allowances for estimated itemized deductions (see the instructions on Form W-4). 4. Allowances for estimated alimony payments. If you expect to owe no taxes for 1981 and owed none for 1980, you may claim "exempt" status. This means that no Federal income tax is withheld from your pay. (Your employer must still withhold Social Security tax, if applicable.) If you want to claim this exemption, write "Exempt" on the appropriate line of the W-4 you file. You must fiL . new Form W-4 with your employer for each year you claim exemption. If you began working during the year after a period of unemployment, too much tax may be withheld from your pay. To avoid this, ask to use the "part year" method of withholding for the rest of the year. IF YOU WANT MORE TAX WITHHELD, you can claim fewer or zero allowances, or ask to withhold more tax, or both.
