The bill had been sent back to committee last week, and Elam attempted to use parliamentary procedure to force the senate to consider the bill. Senators then began leaving, and journalism Sen. Stephen Brown called for a quorum, which wasn't met. Twenty-one of 40 senators are needed to have a quorum.
