Marion Carnell is bluffing if he expects otherwise. "We would be against any tax whatsoever," said George Abbott, a Darlington County grower, warehouseman and president of the South Carolina Tobacco Political Action Committee. Carnell, D-Ware Shoals, said recently that he planned to meet with tobacco representatives this week about a tax increase. He said that while the state needs a 5-cents-a-pack increase, he understands the industry has been thinking about a 3-cents-apack increase.
