Reform Gov. Campbells address stresses long overdue bureaucratic changes jn Wednesday's State of the State address. Gov. Carroll Campbell called for much-needed reform in the state bureaucracy. His proposals included merging the Highway Patrol and the State Law Enforcement Division into one super-SLED, creating one transportation department and abolishing the Alcoholic Beverage Control Commission. He also proposed a Cabinet form of state government for the third time since he's been in office. These reforms, if implemented, are a step in the right direction for a state whose government structure is more burdensome and slower than most. However, he might have one large obstacle to hurdle: the Democratic-controlled General Assembly. The legislature is the real governor in South Carolina because the state executive's power is so weak. And since legislatures are known to be slow, especially this one, frustratingly little seems to get done. With this 'in mind, it is quite possible these necessary reforms nnsing. A healthy state or South Carolina aepenas on it. With increasing budget problems, this state must cut costs where it can while at the same time not hurt the services the agencies provide. And if South Carolina wants to finally get out of the 19th century, then it must give the governor more power. A 1993 government shouldn't be so archaic. The legislature has balked twice on giving Campbell his Cabinet form of government. Instead of trying to pass that reform through the legislature, Campbell wants the question to be put to the voters in 1994, when they also vote for a new governor. But to even place the question on the ballot, the legislature must pass it by a two-thirds majority, and many doubt this will happen. There does seem to be support for merging the law enforcement agencies and abolishing the ABC Commission. In light of further budget cutbacks and agency waste, these consolidations make sense and should be completed as quickly as possible. And, of course, to college students, the end of ABC sounds great. After the address, legislators said they were impressed with his conciliatory tone towards the General Assembly. They said he seemed willing to work with the legislature to get some things done.
