The staff member was approached by two men at 3:45 p.m. One of the men asked her for the time, police reports said. When she looked at her watch, she was grabbed from behind by the other man, who then lifted her dress and touched her underwear. "Dukakis had to concede," Cousar said. "He needed to win 18 big states to stand a chance, and he realized he was going to lose. Conceding was the only right thing to do." Young Democrats President Mar sha Hough was not totally displeased with the outcome of the elections. Although she was disappointed the Democrats hadn't won the presidency, she was pleased that so much of the state Congressional seats had gone to Democrats.
