West, East s By Cindy Pierce *-? ? a i?? nasi-west relations are drifting apart, Sir Oliver Wright said Friday afternoon in Gambrell Hall. Wright, British ambassador to Washington, D.C., was in Columbia to talk to U?C students about Britain's viewpoint of NATO alliance and U.S. relations with Europe concerning the Soviet Union. Major differences in America's and Britain's economy and views to the Soviet Union are causing the two continents tr? Hrift nnart in Mjywiv III pviiiivai IVI lUdv Wright said. AMERICA'S CENTER of economy is shifting from the Northeast to the West, while Britain has found a new role in the European community. Britain generates more international trade and now has the attributes to become an economic superpower, Wright said. "The definition of a superpower is a power that no one else can push nrnnnH " hf caJH Wright said the two countries used different approaches to the Soviet problem after the Korean Airline incident. The United States appears to want to win over the Russians, while Britain wants a peaceful solution. "I am neither a hawk nor a dove on the Soviet Union," he said. "I'd like to think I'm an owl." Americans shouldn't accuse the Soviets of recklessness. The Soviets are paranoid, but one must remember their strength, Wright said. The United States and Britain must share continuity and a will to survive. The United States should use the Soviets' views of human rights and their treatment of satellite countries as a reminder of what the fight is about. "If I had a wish, to celebrate the bicentennial of the Treaty of Paris (signed by the United States and Britain after the American Revolution), it would be that there's enough continuity in Western policy as in Soviet policy," Wright said. "There was nothing new in the KAL incident, and nothing was surprising in their reaction. It should have reminded us of something we would like to forget," he said. AN IMPORTANT idea is that "Soviet actions are also counterproductive," Wright said. "They are their own enemies." If the Korean Airliner was never shot down, U.S. Congress may not have approved the MX missiles. "We might not ever be able to beat the Russians. We must accept the challenge and correspond common interests in survival," he said. "We can't expect arms control to survive in a vacuum. It will survive in an environment of knowledge, contact and communications." WRIGHT SUGGESTS the Western powers maintain military strength to meet military threat. "Like it or not, we only have one planet which we must share with Russia," he said. "Detante is necessary." Britain takes defense very seriously now, Wright said. At a recent NATO meeting, it agreed U.S. forces should be welcome in Germany to maintain a balance at the lowest level, Wright said. In a recent British poll, 74 percent of the people agreed with NATO because it has kept the peace between the Soviet Union and Europe, he said. Wright also suggests the Western powers should take firm control of arms reduction, keep sound defenses, maintain a stable, working marketplace with the Soviet Union and keep an open relationship with the k-jvy rivu. id I rials! 1 Solitaire bridal set, 14 karat gold 11-Diamond bridal set, Mb ollection B )nd Store ff ?d to know."
