USC officials i on recruit mah (AP) - USC officials have defended a bid of $309,000 to provide makeup training and grooming classes to female recruits at Fort T 1 uucKsun. John Powers, dean of USC's Center for Lifelong Learning, said the school made the bid thinking it was offering a "public service. We wouldn't make anything from it," he said. Powers said the bid included one head instructor, who would be paid $50 per twohour class of 124 recruits, and five assistants of toe nnAk ni uv ^ cavu |ici tiasa, r uifgc ueilCUU, ^>ZU per class "overhead" charges to the university and $60 per class administrative charges bring the total personnel costs to $270 per two-hour session, he said. Cosmetics for each session would cost $2,654, or $25 per recruit. That price was based on the lowest wholesale costs the university could find, Powers said. The fort has received a deluge of phone calls and letters from throughout the country because of news reports about the university's bid. Fort Jackson training officials say they are reviewing bids on the course. Earlier statements by the fort's chief procurement officer that USC's bid was out of line and likely to be cancelled were "premature and regrettable,'^ said K, Douglas Cook, the fort's public information officer. "As of right now the bid is still in our system and has yet to be acted upon," Cook said Thursday. "Every bid - whether it's for $1 or $1 million - is considered. Everybody who contacts us is taken quite seriously," Cook said. Female and male grooming classes for trainees are nothing new, Cook said. The fort trains about 20,000 female _ recruits a year, and the grooming classes account for a small fraction of the total 408 hours of instruction they receive in eight weeks of basic training, he said. The Army has standards on the appearance of its personnel, and it doesn't "want them applying inordinate amounts of makeup," he said, adding that one female soldier "garishly" made up reflects poorly on all female soldiers. . He said the recruits are not allowed to ; wear makeup. And after basic training, female soldiers are authorized to wear makeup "only as appropriate," such as wnen worsing in oinces. "It would not be appropriate in field training/' he said, adding that makeup would do no female soldier any good out on the firing range. Cook said some of the fort's offices have received an "enormous" number of telephone calls and letters about the makeup classes.
