In one address, Reagan took note of the fact that employment figures are adjusted to compensate for seasonal factors. "Today there are nearly 100 million (people) at work, more than 100 million, according to the unadjusted figures, and 99.8 million in the seasonally adjusted figures, " Reagan said. World Bank donor countries, angered by a congressional decision to cut U.S. contributions to the appnev that rives interest-free loans to the world's neediest nations, barred U.S. companies from at least $640 million in foreign contracts. The IDA currently makes 50-year, interest-free loans for development projects in the poorest countries, such as India, Madagascar and Senegal. Loans from regular IDA sources and the new parallel special fund "will be handled and administered in exactly the same way," Oureshi said. The onlv difference is that contracts stemming from "special fund" projects will only be open to the developing nations and to donors who put money into the fund. One World Bank official said the decision was more "symbolic" than practical and said it would have only a slight effect on U.S. companies. There was no immediate U.S. reaction to the decision. Besides the United States, any countries that choose to give to IDA in the normal way will be also excluded.
