GAMECOCK LXXIV, No. 98 University of South Carolina Thursday March 25, 1982 Luts Force UStl To L By JULIE JAMESON SUH Writer Cuts in federal subsidized loans are forcing the university to turn down all applications for financial aid and work-study for the 1982 summer school. Students will have to rely on private sectors for loans or jobs. The College Work-Study Program, the National Direct Student Loan Program and fho Qi mnlomnnf niv uuppivuiv/iu Ajuuvanuiiai luiutjr Grant will be most affected bv the cuts. Seven hundred students attend the university supported by these programs, and this year 1,200 students have submitted applications for aid. John Bannister, director of student financial aid and scholarships, said students ...i ?i.. c r 1 *u ? wiiu ctppiy iui diu aie ueiug icieiicu iu uie Job Looater in the student placement office but added with the current rate of unemployment, the prospect for summer jobs is not good. Students are still eligible for guaranteed bank loans, "if they can get them," Bannister said. The 1981-82 budget for the programs falls $700,000 below the 1980-81 level to between $3.5 million and $4 million. Past funds for summer programs have relied on money left over from the regular school year because some students drop out during the year or never show up. An administrative allowance has to be withdrawn from federal funds for the programs, Bannister said. Once the school year ends and the allowance is deducted no more will be available until next fall. Bannister said a limited number of the remaining money is for aid to medical, nursing and pharmacy students. The absence of work-study will hurt the departments at the university as well as the students, Bannister said. In his own office 10 to 15 students are ordinarily employed and the loss will mean full-time staffers will take over the positions such as filing and running errands. Bannister added that departments can keep students if they are willing to pay 100 percent of their salary instead of 20 percent. "We will get the job done," he said, "but it will take longer and we won't be able to respond as quickly." (jannon Mayes, coordinator ot student affairs for the state Commission on Higher Education, said the situation at the university does not necessarily reflect the happenings at the state's other universities. He pointed out that the funds for summer programs are distributed after the requirements for the academic year are met. ;nt Dies la Accident 1 service will be Holmes was hospitalized USC student with severe head and bodily 1 Fleming, 19, injuries and is recovering in in route from Clinton.
