Profess to disre By Susan Hand Staff Writer The Iran-Iraq war, which started in September,has its roots in an agreement made between the two countries in 1975, according to a USC history professor who specializes in the Islamic Middle East. "In 1975 the Iranians and the Iraqis signed an agreement called the Algiers Accord in which the Shah acreed to ston sunnortinc wr- -- r r i o Kurdish rebels fighting in northern Iran," said Dr. Kenneth Perkins. "In return, the Iraqi and Iranian frontier was renegotiated." Iraq had complete control of the Shaat al Arab waterway, the country's only access to the Persian Gulf. The renegotiation placed the boundary down the middle of the waterway. "The war became something the Iranians could rally around. No matter how the people feel about the revolution, they can see the Iraqis as a common enemy.'' Perkins said he believes the United States and the Soviet Union have stayed fairly neutral in the conflict.
