The Senate governs the composition and internal processes of SAC. "SAC can set its own funding guidelines. At present these guidelines only require the signature of the president of the university for approval. The finance committee has no authority over SAC except that certain financial bills go through them in the usual way. Roughton called the allegations of verbal agreements between the Treasurer's Office and Dean Alexander's office "totally ridiculous. We are entirely separate from the treasurer's office; I doubt if they know anything at all about SAC's opera i ions. "I'm particularly upset by published remarks (Gamecock) that I instructed the senate finance committee to sit on proposed SAC legislation. That's a lie; I never did or have instructed senator John Pincelli to sit on the upcoming bill and amendments. All I did was discuss the bill with Pencelli." Concerning the charge that Dean Alexander is worried about the bill, Roughton commented. "We'rp not upset about the bill. The whole issue for Dean Alexander and myself is that we wanted the senate to understand the full ramifications of the bill and the results if they struck certain things from it." "Everybody got cuts this year because we didn't have the amount to work on that we have had the past few years.
