money for certain things such as
RH. It's a matter of priorities; if
you want to let RH stand empty
and use the Hampton Building for
beer blasts, that's the choice the

SAC is entirely separate from the
treasurer's office, Roughton said.
She labelled the treasurer's office
a "bank," and added that the only
agency at the university that has
the power to allocate or dispense
funds is the Budget Office for the
Office of Finance. ^
Both Roughton and George Wise
of the Office of Finance agreed that
the Budget Office estimates expected
student revenues for SAC
and acts solely in an advisory
capacity to SAC. The actual
allocation for specific groups or
activities is in the hands of SAC,
they said.
SAC, A 10-MEMBER commission
that determines fund
dispersals for any student
organization that is not religious,
fraternal or political in makeup,
functions under Senate statutes
which regulate procedure and
member-representation.

governs the composition and internal
processes of SAC.
"SAC can set its own funding
guidelines. At present these
guidelines only require the
signature of the president of the
university for approval. SAC can
set a guideline for practically

the senate finance committee. The
finance committee has no
authority over SAC except that
certain financial bills go through
them in the usual way.
"I DON'T THINK the senate has
to vote on SAC proposals at all:
they are just informed of what SAC
is allocating. Then it (expenditures)
goes to the president of
the university, and if he doesn't act
on it in seven days it takes effect
anyway."
Roughton called the allegations
of verbal agreements between the
Treasurer's Office and Dean
Alexander's office "totally
ridiculous. We are entirely
separate from the treasurer's
office; I doubt if they know
anything at all about SAC's
opera i ions.
"I'm particularly upset by
published remarks (Gamecock)
that I instructed the senate finance
committee to sit on proposed SAC
legislation. That's a lie; I never did
or have instructed senator John
Pincelli to sit on the upcoming bill
and amendments. All I did was
discuss the bill with Pencelli."
Concerning the charge that Dean
Alexander is worried about the bill,
Roughton commented. "We'rp not
upset about the bill. The whole
issue for Dean Alexander and
myself is that we wanted the
senate to understand the full
ramifications of the bill and the
results if they struck certain things
from it."
THE ADVISOR to SAC said that
the Budget Office underestimated
student enrollment for this year,
thus necessitating wholesale
funding cutbacks this year.
"Everybody got cuts this year
because we didn't have the amount
to work on that we have had the
past few years.
"The first thing I have to do is
take 5 percent out of proposed

every spring. The next thing I have
to do is take 11 percent out for the
student government."
Student senate is presently
considering changing the wording
of the bill which nnMinPfi

The current statute reads: "The
Student Allocations Commission

student activity fees or funds from
any source to the Student Senate
and informing all funded
organizations of approved methods
for fund expenditures."
