Spendal By WENDY OGLESBY Gamecock Staff Writer As next year's budget now stands, USC will be getting about $8.1 million more than last year from the state legislature, but will actually have less money to spend, Bernard A. Daetwyler, finance vice president says. USC's budget has been ten tatively approved by the S. C. House of Representitives but is still subject to change until the completed state budget is passed, Daetwyler said. LAST YEAR, the general assembly appropriated $42,983,094 for the university. This year's appropriation is $51,109,890. This budget appears greater on paper, but Daetwyler said that changes in state policy regarding the payment of employes' retirement benefits and indirect cost recoveries will mean an actual decrease in spendable funds. Examples of changes that would make financial losses out of ap parent gums in uie Duaget are: ?A change in bookkeeping procedures that adds almost $6 million to the university's budget produces no real new revenue for the institution, Daetwyler said. This will cost the university $619,000. -Overhead and indirect cost recoveries have added $890,500 to the university's budget. ' "Cost recoveries are a classic example of now-you-see-it-nowyou-don't-funds," Daetwyler said. This is money the federal government gives USC to pay for indirect costs such as heat and lighting used in research projects. Up to this time, USC has been receiving the money directly from the federal government. This money served as additional funds to those received from the state. The state is now taking those funds from USC and giving them back as budgeted money. This effectively reduces the university's revenues by $426,128, Daetwyler said. Of the state funds, $1,743,917 is for the USC Medical School. Last year $807,158 was appropriated for the school. The appropriations bill budgets $2,651 for each full-time equivalent student at USC. Daetwyler said the three largest USC colleges, business administration, humanities, and education, would probably receive the most in funds. USC is not forced by the budget to spend a particular amount on any department. The budget groups all departmental funds under the instructional grouping, and the USC administration controls the amount which departments receive. More than half of the university's budget goes to instruction, which consists mainly of faculty salaries.
