The only non-American products available with stamps are bananas, tea, coffee and cocoa. If you have no facilities for cooking your own meals, you are not eligible for stamps. That is why students living in dorms are often turned down when they apply. There are no residency requirements for food stamp recipients. "The Welfare Cadillac" story is a common sight at the food stamp centers. There are no prohibitions on owning a car of any type, but stamp recipients cannot own property or have money in a savings account at the bank. They are not allowed, as pointed out by a case worker at Ridgewood, to own a farm or a piece of real estate or investments of any kind. All income must be reported and, upon re certification every three months, the financial status of the recipient is brought up to date. The food stamp program is often abused, like all government projects. One individual told of a small boy entering a store with his pockets full of food stamps. He was trying to sell them even though he was repeatedly warned that it was illegal to do so. There are many instances when stamps are sold for their purchase price in cash. The buyer can get the full value in food when he spends them. The retailer is responsible for the prevention of these incidents of fraud.
