Bicycle ow Lock: Although the first summer session is only 14 days old, certain individuals have been quite in dustrious. According to George A. Key, director of USC security, ten bicycles have been stolen while locked on (and in some cases to) University property. "They walk up, act like they are unlocking the bike, snip the chain, stick chain and lock in their pocket and away they go," speculates Key. They're selective in what they're getting . . . mostly ten speed bikes worth $75 and more," he said. They hope to break the four-year "lockstep" of college education, and help reduce the cost of higher education. The Carnegie Report was heavily in favor of this type of educational move and Gov. John C. West has expressed his interest in a three-year program on several occasions. This move would reduce by one fourth the cost of an. academic. Institutions using the shortened degree procedure usually make extensive use of standardized testing to determine the college level knowledge the students may possess, waiving the usual requirements to take some sub jects. The thicker and harder the chair and padlock shackel are, the more difficult it makes stealing the bike. Azar also said that, in correctly securing the bike, the chain should run through the rear wheel, the frame, and then lock to a sturd3 object. The higher the chain is rur through the bike and away frorr the ground, the harder it will be foi a thief to get the necessary leverage for operating his cutting tools. If the bike has quick release wheels, the chain should be rur through both wheels. Some people however prefer to carry the front wheel with them when they park their bicycles. Key emphasized the fact that, in the event of theft, owners will be at an advantage if their bikes have been :'egistered with campus security and the city police. Azar also said that if a bicycle does not have a serial number that the city police will stamp one on the bicycle. Asterisks should lead and follow the number so that it cannot be altered if the bike is stolen. DOWNTOWN!
