The spectre of the roaring Itus sian Bear seems to shade from reality the true picture of relative military capabilities of the United States vis a vis the Soviet Union and her allies. This clouded picture runs the course from manpower shortages through developing missile pro grams into the sphere of super super bombs. In practically every instance the Soviet Union and her pro-communist friends seen to hold an insurmountable advantage. At least this is the impression held by many westerners. A little guided reading, however, shows that "it ain't necessarily so." The discrepancies in the compari son of U. S. and Western striength, actually and potentially, with that of the Communists are many and cover the areas mentioned above as well as a number of others.
