Consti Printed below is the propos stitution: THE PRE We, the students of the Un order to conduct student affair systematic manner; to define sponsibilities of the students, ir secure for ourselves training a ment; and to provide an orgar which our efforts for a better uni versity may be directed do hereby ordain and establish this constitu tion of the Student Body of the University of South Carolina. THE EXECUTIVE Article I Section 1 The executive department shall consist of the President, Vice President, Secretary, and Treas urer of the Student Body, At torney General, the Cabinet, and the specifically appointed Com mittee Chairmen. Section 2 The duties and powers of the President are: 1. He shall act as the official representative of the student body in all matters pertain ing to the students. 2. He may participate in the debate of the Senate with the approval of the body. 8. He may appoint any person to act as a non-voting ex officio member of any Senate committee. 4. He may call and preside over meetings of the Student Body. 5. He may veto any bill passed by the Senate. 6. He may cause to be issued by the Treasurer any check which shall not exceed ten dollars which he may re quire in the performance of courtesies in the name of the Student Body government, and he shall present a state ment of all such checks for post-approval of the Senate. 7. He shall serve as chairman of an advisory cabinet consist ing of officers of the Student Body and presidents of the Freshman, Sophomore, Junior and Senior classes. 8. He shall address the Senate at least once a semester on student affairs and may recommend legislation that he deems necessary. 9. He shall appoint with the approval of a majority of the Senate all persons represent ing the Student Government in any official capacity. 10. He shall assume all powers and responsibilities pertain ing to his office. Section 8 The President, Vice-President, Secretary, and Treasurer of the Student Body of the University of South Carolina must have a scholastic average of three or bet ter and shall be in good standing with the University at the time of their inauguration. The President at the time of his nomination must be a rising senior and have completed not less than 75 credit liours. The Vice-President of the Stu dent Body shall be elected from the rising junior or senior class, including the Law School. The Secretary and the Treasurer of the Student Body shall be elected from the rising junior or senior academic class. Seedion 4 The duties and powers of the vice-President are: 1. He shall serve as the pre siding officer of the Senate. 2. He shall succeed to the of fiee of President, should that o ff icee be permanently vacated. SeedIon 5 The duties and powers of the Secretary are: 1. He shall take and maintain the official role and minutes of all cabinet meetings. 2. He shall send, receive, and distribute all official cor respondence of the Student Body Government. 4. He shall perform any other duties assigned to him by the President pertaining to his office. 5. He shall organize and train a secretariat. Section 6 The duties and powers of the Treasurer are: 1. He shall have access to all financial records of any or ganization which receives or requests monies from the Student Body Government. 2. He shall record all receipts, expenditures, and appropria tions of the monies of the student body government in conjunction with the Treas urer of the University of South Carolina. These rec ords shall be public and sub ject to be audited by the Treasurer of the University at any time. 3. He shall perform any other duties germane to his office assigned to him by the President. Section 7 The duties and powers of the Uttorney General are: 1. He shall be elected from the rising senior law class, and nominated from the law school. 2. He shall also investigate, gather evidence, and prose cute any offenders of the Student Constitution of the University of South Caro lina or any statutes in per suance thereof. 3. He shall assist and represent the president in the perform ance of his duties as thc President shall direct. Section 8 There shall be officers of the Freshman, Sophomore, Junior and Senior classes. The Presidents of these classes shall serve as members of th< President's Advisory Cabinet. LEGISLATIVE BRANCII Article II SectIon 1 All legislative powers hereir granted shall be vested in a Sen. ate which shall be composed of rn more than 30 voting Senators. Section 2 No student excepting first sem ester freshmen shall be eligible for nomination to the Senate unless he has maintained an over-all grade ratio of at least two at the Uni versity. Thgree additional non-voting Senators in the Senate shall be chosen by the Freshman class in the election to be held on or before the second Friday in November. Section 4 The Senate shall meet no less than twice each month during the regular school. semesters. It shall establish before the second meet ing of each semester the time and place of its regular meetings. All meetings shall be open to the stu dents and faculty unless desig nated by the Vice-President or a majority vote of the Senate as an executive session. Any non-mem ber will be allowed to address the Senate only upon invitation of the body. The Senate shall as a second order of business adopt its own rules by a two-thirds vote. Two- n thirds of the Senate shall consti tute a quorum. Section 5 The first order of business of a newly elected Senate shall be the election of a President pro tempore and a clerk. Any duly elected voting member of the Sen ate shall be eligible 0o hold these offices. The President pro-tem pore and the clerk shall be voting members of the Senate. The presiding officer, the Vice-Presi dent, shall vote only in eases of ties. Section 6 Special meeting of the Senate may be called by the President or by the Vice-President or by writ ten request of 50 per cent of the members of the Senate. Section 7 Members of the 'Senate who shall miss more than four meetings of that body shall be deemed to have resigned automatically. Section 8 Only elected Senators of the Senate will be allowed to serve in the Senate. No proxys, substitutes or alternate may act in the place of a delegate. Section 9 If a bill is passed by a majority of the Legislature, signed by the Student Body President, and not vetoed by the President of the University within 10 working days after passage, a bill becomes law. In order for a bill to become law over the veto of the Student Body President, it is necessary for the Senate to pass it by a two-thirds majority. Section 10 The Senate shall have the power to pass any rules or regulations which are necessary and proper for the most efficient conduct of the Student Government and the Student Body. Section 11 All officers of the Student Body Government charged with non-feasance, misfeasance, or mal feasance may be impeached and if found guilty of such charge shall be removed from office. Furthermore, if a student body officer is guilty of any crime or found to be guilty of any conduct which would reflect dishonor upon CAMPBELL'!
