'i nti ueei-ion of the Supreme Court of Pemisylvanii that a sleeping car romp my is liable for the robbery of passengers committed through the neg ligence of its servants is one of much interest to the traveling public. In these days pretty mneh all long dis- t: nee travelers bike “sleepers.’• They are obliged to trust not only to the ho tesiy <>f the conductor ami porter, but also 10 iheir watchfulness for pro tection lignin^the dishonesty of fel low passengers and other persons hav ing or seeking access to the sleeping ears. If due diligence wore exercised by the company and proper vigilance by its servants, there would be little danger of sleeping passengers being robbed. The Pennsylvania court sim ply holds tlio company to reasonable care on its own part and watchfulness on the part of its employes. Du. J. M\ntox Sims, whose sudden death from heart disease at his resi dence in New York was announced i 1 the press dispatches of Tuesday, was born in Lancaster county, January 25, 1*1.1. Graduating at the South Caro lina College in is:l2, he studied medi cine in Charleston and at the Jefferson Medical College in Philadelphia. In I 'Jb he settled at Montgomery, Ala., and soon became widely known as a skillful operator in general surgery. In 1815 he established a private hospi tal for the treatment of diseases of women, which he supported for four years at his own expense. In 1S5!) he removed to New York where through his efforts a woman’s hospital was es tablished under his charge. While in Montgomery his attention was direct ed to the use of metallic sutures in surgery, and' to his successful intro duction of this improvement lie owed his subsequent success and fame. He is principally known to the general public by his career in Paris, where, under the patronage of the Emperor Napoleon III., lie organized the Anglo- American Ambulance Corps, and bv his largo practice achieved a consider able fortune. After the fall of Napoleon he returned to New York, where, with tlic exception of occasional visits to Europe and visits to South Carolina, lie remained in tiie successful practice of his profession up to the time of his death. nuinhered the conscript fathers of otir town. We know that the members of the couirril never handle the paste boards or read a rule in Hoyle; and this is no dortbt the reason why this lucrative bushiest is still carried on ! night after night in our verjs midst, and will be carried 011 as long as the bar-rooms are allowed to be kept open. We assert that every law and every provision of law made in reirard to the sale of intoxicating beverages are vio lated as certain as dav after day the doors of these disgusting shambles of immorality and crime are thrown wide open to the public. They are the seed forms from which the germs of every species of crime are sent broadcast over our land. We make no excep tion, for if the matter be investigated, too tree indulgence in ardent spirits will lie fotind always to be the source from which crime dates its origin. Be sides being the source and principal promoter of crime it is in itself such, for they are a public nuisance. Who is there that has ever lived in the neighborhood of one of these place*, or had occasion to pass the door of one of them at nighty that was not shocked by the obscenity of langnage heard in the penetralia of th.-e temples of hell where men are made offerings to the seltish desire of gitin with little feeling of remorse as was felt by the Aztec priest when he seized the yet palpitating heart of his hapless victim and dashed it, still quivering with (lie pulsations of life, into the face of the human sacrifice. Their gods are some what similar, but civilization’s is u lit tle the harsher of the two. He entails a living death, while the semi-barbar ous Mexican was satistied if the vic tim died. Now, sirs, the supporters of this; measure lay great stress upon two facts, to wit, that the town is in debt, and that it will not stop drinking. This question of debt is wrongly un derstood by many. True we hear a great deal about a bugbear known as the debt of the town from those whose standing in the community gives them some credence, but whether it is from ignorance of the true condition of affairs, or because they wish to use it as capital in the fight of right against wrong, or because they feel if they go against this present move they will i need some straw to fail back upon, j it is hard to say, but one thing is cer- [ tain, that this plea is altogether a delu-1 sion and has been misstated bv 1 hose j who are lukewarm. They would have > you believe that this “debt” is an enor mous sum, which all the wealth of Indies could not payoff, when in fact the town does not owe hut the small sum of $650 anmiidly, with the inter-1 est thereon. True this debt in the, aggregate amounts to $2,600, buf otdy! one-fourth of this has to be provided j for at a time, as the company from whom the engine was bought took four notes. Now it appears tliis savors very much of the quarrel of the pen dulum with the clock. There is also a note of $1,000, given by some pri vate citizens to the Bank of Chester, to secure a loan that was necessary to procure the requisite funds for cfon- structing the new road. But this must bo paid, says those who have made a mountain out of a mole-hill. Yes, we say so too; but why? N>t because the town is responsible-**Hntf w e incaii legal responsibility—for this ; debt, but because it is a moral obliga- ! tion that .hey should use every eudeav-1 ors to discharge. If the town assumes the legal responsibility it is only .from j the fact that the moral sense of the community demands that a few should I not sutler for Hie benefit of the many, j Now if this he true, which we defy* any one to contradict successfully,^ how much more strongly must the; argument work in favor of “prohibi tion”? In the one a few suffer for the good of many, in the other many suf fer fora few. Is rot the stopping of whiskey also a stronger moral debt owed by each and every individual of tliis town to each other? Thus, sirs, you see that after all this debt is quty a chimera which vanishes on being ap- ; preached. What is this for Mown the ; size of ours? Hardly enough, 1 would ten in re to say, to keep the town from paying $800 for the privilege of hav ing a little snort with a mill-dam situ ated somewhere on its suburbs, from which the prevailing breezes of sum mer come laden with the deadly brought here hv express, but ifA’Pr a very'snxtll quantity hi comparison to what was the fii'kt MX months or ycai;. The planters and country people gen erally, I think, would oppose bringing back Whiskey fully as much as the town people,’ for formerly they were in constant trouble with their em ployes—getting into all kinds of dif ficulties on account of the too free in dulgence in whiskey. The colored: people of the whole community are much belter behaved and prospering | much better than when they could tji t 1 »VITY \Xi r T\T r ri?L> get whiskey at will.
