Owing to ti.e pressure of other duties J am reluctantly compelled to sever my connection w'th The News and Herald, a connection that has lasted almost ten years. These years form an eventful period. ]n the files of the paper are recorded the history of the disastrous panic of 1873, tho horrible maladministration of Franklin J. Moses, the fearless, though almost hopeless, stand of the Tax Unions—which led to the heroic episode of 1876—the excitements and humors of the Hampton campaign, the steps by which liberty and security again returned to the 8tate, and, more! recently, the glad tidings of bounteous crops and reviving industries in the assured prospect of approaching pros perity. In that time changes have occurred in the personnel of the patrons of this paper. Many noble men and women have passed away, sonic peacefully, having faithfully fulfilled all the duties of life; otlicrs struck rudely down in the bright noontide of vigorous man hood and womanhood. In the same period has arisen a new generation, the young Carolina, that, forgetting not the traditions of the past, reaches out hopefully towards the future and promises to redeem for the State all the pledges of her youth. The News and Herald ha? endeav ored earnestly and honestly to keep pace with these changes; to identify itself with every good movement, to urge the adoption of every measure enhancing the general wcltare, and to discourage every tendency towards disintegration and retrogression. Whatever it may have accomplished, is duo largely to the character of its patrons, to the sound judgment, con servative spirit, patriotic zeal and un- flinching determination of the people of old Fairfield, who have m v r failed lo respond to every call for military or civic duty. In taking leave of the paper I feel that it is in good hands. Tho continu ed connection of Mr. llcynolds is as surance that its standard will be high. Mr. Douglass brings to bis new duties talent, culture, energy and enterprise, and will give increased vigor to what ever department commands his atten tion. Knowing their merit, I bespeak for these gentlemen tho hearty and liberal support of the people of Fair- Held. It. Means Davis. In taking charge of The News and Herald, wo have only to say that we shall endeavor to keep the paper in the posh ion it has hitherto occupied and to make it move than ever accepta ble to its readers. We recognize the fact, that in the retirement of Mr. Davis the paper loses the services of one whose place it is not easy to fill, and whoso articles will be missed by its readers. It makes claim that it has tenacity and resistance to strains greater than oak lumber. It is made from a kind of clay found in abun dance in New Jersey and elsewhere, is as cheap as brick, and has many other advantages as a fire-proof building material. —Tho widow and daughter of the celebrated Lawrence M. Kcitt, of South Carolina, are unending the win ter here. Mrs. Kcitt is a noble repre sentative of the grand dames of the Palmetto State. South Caro lina has such a law upon her statute books and will of course await with interest tho decision of tho court. The twenty-one prisoners arraigned in the police court last Saturday in Dublin on the charge of conspiracy to murder the government officers were re-examined on Monday. Tho result of the investigation is not yet knowiiy but it is reported that astounding dis closures will be made in regal'd to the Phoenix Park murders, and that tho evidence to be given will completely eclipse any yet received. The Newberry J hr aid says r “There wore 194 decisions filed in the Supreme Court of South Carolina during the year 1882. It seems to us impossible for three men to give these decisions the exhaustive study that they deserve. Many eloquent and fitting eulo gies were delivered by prominent rep resentatives of both parties, among them Senators Brown, Edmunds, Mor gan, Ingalls, Sherman, Yoorhees, Vest and Jones of Florida.
