Si Mo ths........................... .' WINNSBORO, S. C. Wednesday, Aug. 16, 1905. The anti-dispensarites can has ten the doom of the Great Mora Institution, if they can only ge Bovd and Cole to continue the: defense of it. If the dispensary could b spared the diligent efforts in it behalf on the part of its avowe< friends, Cole L. Blease and W Boyd Evans, its certain doon might be delayed for a time. The educational issue of th State of August 10 is indeed de serving of the good things that ar being said about it. Its publi cation was a lofty conception an will surely bring good results ii stimulating an increased interes in all educational work in Sout] Carolina. Isn't it rather a pretty com off when a member of a com mittee appointed to investigat the workings of an institution takes the stump in behalf of th the same, while the investigatio: is still in progress? But the: Cole is wholly excusable, as h is doing missionary work in has tening the downfall of the grea political machine. The dispensary investigatin committee is doing little in th way of smoothing things ever an is making some revelations alon the line so much - expected Messrs Lyon and Christenten ar measuring fully up to the ex pectations of their friends tha they would discharge their un pleasant duty in a thorough ani manly way. They are certainl: the right men in the right placE The different commercial ox ganizations of South Carolina ar to meet in Columbia Aug. 17 a the call of Mr. Woods, secretar; of the Rock Hill Club. Unfor tuuately Winnsboro has no suc] organiztion. Perhaps the fac that her business men are no properly organized for concert c action in matters that pertain ti the advancement of the town ma' count in some measure for he: not keeping step in the march c progress as she should. Or ganization has helped other town and it will help Winnsboro. That dispensary investigatin committee must not give all it time to Spartanburg, Columbi: and Charleston. That shipmen of $5,000 worth of half-pints o "Peaceful Valley" to the dispen sary at Ridgeway, not requirini that amount for its full stock, i: still to be explained, as well a: the fact that it was reshipped ti Columbia. Interesting, too would be an explanation of wh: the half pints from the Richlan< Distillery Company sell at 24 cents with only five cents profi to the dispensary, while there is profit of 11 cents on half pint: from other houses. Mayor George B. Cromer o Newberry, formerly president o the Newberry College, has writ ten an open letter to Senato: Tillman in regard to the dispen ary situation. It is a sob.er an< bigh-minded appeal for the keep ig of factionalism out of thiu .reat moral fight. Coming as i1 loes from one who has no axe t< ~rind and whose life has bee3 iven to the upbuilding of the enunIg manhood of the State, it i! io sounding brass nor tinkling yrnbalI. We regret that the de iisinds upon our time and spaci zake it netcessary for us to hav4 -n hold this ringing appeal fo: he triumph of right till nex week. Elsewhere in this issue ther< is published a call for a mass meeting of the citizens of Fatir ield for taking the necessara steps for voting the dispensary out of the county. The Greal oral Institution is doomed and one by one the various counties >f the State are relinquishing hir partnership with the statE n the selling of whiskey. Ir ~his forward movement to freE hemselves from partnership in ibusiness that is found on wrong rinciples and that has proven ~vholly corrupt and corrupting, he citizens of Fairfield county ust not be behind those of her ister counties. Let the meeting e so largely attended as will how that this movement has the acking of the citizens of the ~ounty to such an extent that ts success is fully assured. With the effort once undertaken, here mst be no failure. The Spartanbe:rg Journal is wholly without defense in its publishing contributions, clip pings, etc. in favor of the dispen sary as pure reading matter and yet at the same time accepting I pay for it as advertising matter. In the very nature of circumstan ces such a business policy will o necessarily have its bearing upon 5 the editorial policy of a paper. The safest business policy fur every paper is to print all adver tising matter of any nature what soever in such a manner as it will - appear on its surface that it is an advertisement. This applies - with equal force to the announce 1 ments of busine;s houses, to the bi b publication of articles in favor or m e against measuras, and also matter th relative to candidates for ofices. gi The reading public has a right to bi ) know whether what is printed is a, 3 the voluntary expression of the ci I editor in regard to a business, a measure or a man, or whether it fl 1 is money that is speaking through J, the use of his space for what lie T says himself or allows some one it else to say. si S] Without consuming time and space in saying "We told you t so," the lesson of the happily a small fire in the court house X Monday morning should lead to the most speedy steps for mak- tl I ing the valuable records in the various county offices secure I from destruction against loss by e fire. This is a practical argu- p ment that reenforces all the pre vious arguments that have been o 2 put forth in favor of these im- t provements being made. The fc small additioanl tax of less than one-fourth mill or about 21 cents b on each hundred dollars worth I of property for a period of forty J years would be insignificant as compared with the satisfaction c that would come from having T the records suitably protected. f( Just as soon as this matter can be put before the people, they a will show that they are willing to s: make the expenditure necessary for securing such desirable re- f sults. B. a Enticing Mill Labor.d There was a three clays session of Magistrate Cathcart's court last wAek-Monday, Tuesday, Wednesday-the case for trial Sbeing that of the Fairfield Cotton Mills against S. B. Morgan for trespabsing on their property, presumably for the purpose of; enticing labor. The jury found I f for the defendant in accordance f with the magistrate's charge, that -if the accused was not conscious -of the fact that he was on the -Mill's prope3rty, then he was not h I guilty.C -Thursday and Friday Mayor iKetchin's court was in session, ~ the case for trial being that of of the town of Winnsboro against ~ S. J. Hull for soliciting labor in the incorporate limits of theI town without paying the license L therefor, wiiich is $25.00 per day. - The jury the first day failed to agree. So the case was takena up again the next day with a new jury, which found the defendant guilty. The line of his honor was $40.00, which was not paid, h as the case will be appealed. September 4 was set. as the day for the trial of S. D. Harden, who d came over withI Hull, on the same charge. One meal doesn't make a man t fat. Nor does one advertisement a make a business fat.
