NEWS AND HERALD. PUBLISHED WEEKLY, WINNSBORO PRINTING CO. J. FRANK FOOSHE, - - - EDITOR TEMs.-m ADVANCE: -One Year,........................... 1.5. SIx.MoDths........................ .. .75 WINNSBORO, S. C. Wednesday. October 15, - - 1902 Every child in the county should have the privilege of a day at the county fair. The ad vantages to be gained from a day spent in looking upon the pro ducts of the county ard in meet ing representatives from all sec tions of the coanty would be wo-th more than a day at schoo!. We hope that the -- trustees throughoit *.he county will give Thursday, October 23, as a holi day and that the teachers will come to the county fair and bring their pupils along with them. We understand that the county board of commissioners has taken under advisement the matter of purchasing improved road mn chinery for the purpose of the better working the roads of the county. We know nothing of the merits of the special machin ery that is to be called to their attention at their November num ber. But we do know that those counties which have gone ahead and worked their public roads up .to a creditable standard have done it by means of improved machinery. From our under standing of the matter such ma chinery may be bought in such a way as to necessitate a very small outlay on the part of the county in the beginning, the ma chinery more than paying for itself before the final payment falls due. If this be the case, and thus it seems fron the ex perience of others-it certainly would be the part of wisdom for the commissioners to make such an investment, and thus improve the public highways-an improve ment that would mean more to Fairfield County than anything else that could be effected. Cotton Ginning Statistics. The cotton ginneries of the county will make the first report of their ginning for this season at the close of this week, the report intchuding all cotton ginned up to and including October 18. As this report will have to be in Washington by October 25, it is very important that every ginner report as promptly as possible to J. Fi..nk Fooshe, Winnsboro, the amount of cotton ginned up to the date above mentioned. The second of these reports will be made December 13, and the last about February 15 or March 1. They are sure to prove of great va'.ve to all interested in the fleecy staple.
