The great interest of South Carolina to wliii-li all others are at present merely subordinate, is the planting interest; that is the head spring, the main fountain of our strength; and here, jt , mnv be, we have committed an error in having } planted too much, and pursued it to the exclusion i of other callings. To trade and commerce, to f shifts and steamboats, to banks, railroads, turn- 2 pikes and lately to plank roads, wc have not been iucrt; and in politics, State and national, is no labor, t rouble, or expense, to join me in the project thus stated. These hinds of so little val- a tie now, should be rescued ; it is desirable, and S it is practicable. Take a common sense view or 1 any other view of it, and I fancy you will concur with me. Much has been written and said, and many plans and propositions offered and tried, of cheap mid easy means of transportation of our staple to market. What I bring before you is ol high- - er consideration, that is, increasing tiie great sta- j J?le itseltl k The work can bo done by the planters along . the river and not by northern contractors or ein- 1 iifrant laborers. It will not require the outlay -1 of a dollar, or employment of a man beyond the a limits of the State. On looking round for objections, but two pre- "J sent themselves. It may interfere with the nav- J igation of the river, which is so slight now that river navigation is nearly abandoned, that no opposer would resort to that plea. The other, ( it would interfere with individual boundaries, j Lunatic Asylum, her Bank of the State and its j o branches; indeed her munificence has been ever I 11 on a liberal scale. No sectional interests are | j recognized. A long pursuit of this policy may : t eventually burthen posterity with our debts, I ' and be it so, if we put them in possession of : 1 ample means of payment, to which wo are b prompted by every duty and worthy motive. 1 Can it be possible that the great author of all ! ^ things who placed these fertile lands where they j1 are, did not intend them for the use of man? u They can be used and it beeomes us to make an effort to appropriate them to our benefit; or shall they remaiu a wilderness or worse than a _ wilderness in our midst as it were to taunt us? 1 Shall we fold our arms and remain as we are; J shall we use no effort to make the waste places glad, the crooked paths straight, to set our houses in order, not to die but to live? Should I i succeed in waking up my fellow citizens from J their apj arent apathy, to investigate my prenii- ii } ses and push their enquiries in search of new ft schemes of utility, I shall feel that I have been ft the humble instrument of doing great good. It g entirely too much time and talent have been expended, which has had the efli-ct to put us ahead in politics and behind in almost ever}' thing else, but especially in domestic industry and en- J terprise, in which we humbly confess that other -and apparently less favored portions of our coun- 0 try have gained the advance on us. Wc have d lived too easy in the past for our present or future good; we have not used our birth-right to the greatest advantage, and have most unwisely slighted the gifts of nature. Other quarters of the country have raised our food for us, when we could as well have raised it ourselves, while our raw cotton has been scut off to enrich old and I new England and other sections, many of whom we see now only as foes instead of friend*.
