WARSHIP AT BL EFIEL S. State Department in Hourly Expectation of Important Advices. Washington, May 3.-Advices re ceived here from Blue fields, Nicara gua, indicate that the situation there, so far as American interests are concerned, is extremely unsatisfac tory and discouraging. It is being impressed opon the officials here that persons high in Nicaraguan govern ment are pursuing a po:" JV calculated very deliberately to crush the Ameri can business interests, now of con siderable magnitude, in the Mosquito country. The reports are to the effect that aver since the Clarance rebellion some years ago, the Nicaraguan government has been jealous of the growing importance of the American settlements, and the -Reyes rebellion seems ter have confirmed it in the determination to destroy the Ameri cas influence in that section. The Nicaraguans bold the American merchants responsible for the Reyes rebellion. They have consequently determined, according to the -reports ? received here, to impose upon these American merchants the entire ex pense to which the government was put in repressing the rebellion, amounting to about $600,000 This could not be done directly without a breach of international law, hence the attempt was. made to collect a large part of it through a demand upon the merchants for a second payment upon imports paid to the defecto government of Blue- < fields while Reyes was in possession of the place. The reports show that this govern ment of Beyes was actually de facto in the sense of the term In proof of tuts it is shown that Estrada, the Nicaraguan governor of the place, sought and waa given refuge in the United States consular agency Also the does collected on imports were collected fer Reyes by the same treasurer who had held the place for the past titre years. "A unique provision of the bill," it ia added, "is that the testimony of the assailant's vietim may be taken in pri vate by a sp cial eos mission, ia the presence of the accused, while the triai is in progress " The measure, aa appears from the ca;cue provision, relates only to per sons accused of rape, and the moat that seed be saii about it, perhaps, is that it ta plain tbat some such mode of deal ing with them by the Courts most be adopted, if they are to be tried by Courts and hanged by an officer of the law. The limit cf five days between "arrest" and trial, and between convic tion and hanging, is short enough io reason-it may be donbted whether it will be found to be short enough in practice. "The mob" demands tee instant trial of men who are charged with the erirae io question, and short shrift in disposing of them wheo they are convicted, and that the mob is ito be considered io framiog the proposed law is sufficiently proved by the fact that it is proposed. Washington, May 3.-A large holder of cigars purchased from Jaoobs & Kendig, and bearing counterfeit stamps, made rersonal application to oom missioners of internal revenue today to modify conditions contained io bis recent circular letter requiring innooent holders of these cigars to pay the tax before releasing the same from seizure and this was urged opon the ground that he government was for quite a period of time aware of the existence of these counterfeit stamps and their use before the guilty parties were arrested and their factories seized. The commissioner said that the relief thus claimed was based opon strong equitable grounds, aod said that be wonld grant it if it was in his power to do so, bot that the law providing for the forfeiture of these cigars left him no coarse open bat that of accept ID g a compromise which should at least j include the payment of the tax by the holders of the cigars. He suggested that these claims appeared to be eo strongly grounded in equity, however, that it would seem but just and proper that the holders of these cigars should be allowed to file claims for the ref aod of the tax they were required to pay. with the view that these claims should be called to the attention of congress, through the secretary of the treasury, with a full statement of all the facts, and that such legislation should be reootumended ae would authon'zi the commissioner to refund and pay back the taxes wbioh should be exacted from these innooent holders of the Jacobs Kendig cigars. Cape Town, May 5.-The reply o: President Kruger to the British de maud for th * cancellation of the dynamite concession contends that that the concession is bona fide and constitutes no breach of the London convention. Ile says that the amend ment to the concession asked by the Brisifeh government will be a breach of faith in regard to other parties London, May 5 -The Outlook publishes a special from its Cape Town correspondent which states that the British secretary of state for the colouiee, Chamberlain, bas dispatched a firmly worded demand to the Trans vaal government that it must observe its obligations to the queen as the paramount power by secureing peace and order within there public. This demand supplementary to demand for the cancellation of the dynamite cou cession and is taken to mean that the British government deems that the time has come to invite President Kruger to observe the letter as well as the spirit of the Londott convention it is r.ot stated how far the demand takes the form of an ultimatum or if a period is fixed within which the re dress of the grievances of the Out landers shall be made. THE CUBAN SUPREME COURT. Havana. May 4 -Governor Gener al Brooke has signed the commissions of the President and Associate Jus tices cf the recently constituted Supreme Court of Cuba The tribunal, as now made up, consists of Senor Antonio Gonzales de Mendoza President, and Se ores Pedro Genza les Ll rente, Jose Garcia . Montos, Luis Esteves Romero, Udaldo Tamayo, Angel Betancour and Rafael Cruz Porez, Associates. Senor Federco Mora, who has held the post of Civil governor of Habana, is appointed Attorney General, with Senors Octavio Giberga and Carlos Revila as his assistants. All the Justices are well known jurists, men of untarnished reputation, and possessed of wealth enough to place them beyond temptation to abuse their trust. More than this, the selections satisfy legitimate political considerations, the four principal provinces being represented in the tribunal-Havana by Senor Ll rente, Santiago by Senor Tamayo, who was formerly an associate Justice of the Provincial Supreme Court, a post he resigned to become Gen. Wood's chief Cuban adviser, Puerto Principe by Senor Betancocrt, and Matanzas by Senor Porez The other members of the tribunal are Havana meu.
