NEWS ITEMS. The Virginia state board of educa lion bas a knotty point in the race gestion to deal with at present. A woman of doubtful complexi n raised a row because ber daughter was refused admission to a white schooi, and the matter was referred to the state board for settlement. The situ ation is made all the more embarrass ing by the fact that, under the laws of Virginia, a person who has three fourths white blood is regarded as a Caucasian. Rewards aggregating $1,250 have been offered for the capture of Sam uel Hose, the Campbell county, Ga , murderer and rapist. The press dis* pst cb es state that, "in several churches in Coweta county prayers were offered Sunday for the capture of Hose and the infliction of a pen alty which is to be in keeping, as far as possible, with his heinous crime." The following description of Hose bas bees scattered broadcast : Sam Hose weighs 140 pounds, is five feet eight inches tall and a mulatto of a coppery tint Has a small black mustache and holds bis head to one side while talking He wears his bat well down over his forehead and has an affection which causes him to jerk his head at intervals. When last seen he had on a pair of almost new shoes, No. a pair of gray jeans pants, brown sack coat and a mottled hat. The North Carolina Power Co. has decided to expend $2,500,000 in * developing a valuable water power on the Yadk'in river, seven miles from Albermarle. Fifty thousand horse power will be available, and it will be used immediately for running cotton mills* by electric power. The St. Louie, Mo., Court of Ap peals has rendered a decision holding "that horse racing is neither against public policy or public morals." Gen. Mario Me noca i has resigned his position as chief of. police of Habana Gen. Alejandro Rodriguez, chief of staff to Gea. Gomez, has been appointed to succeed Menocal. Gen. Menocal retires because he feels he has not accomplished what the people of Havana and the Ameri can people expected of him. The only volunteers remaioiog in Cuba are the immunes at Santiago, and they wili be brought borne as soon as the Tenth cavalry arrives at that plaee. The people of EdgeiSeld town have guaranteed to raise and pay in cash $2,000' in aid of the survey and location of the Black Diamond Rail road in the event that the road is built from Anderson via Abbeville and EdgeSeld to Port Royai. Au Orangeburg county tobacco .experimenter h&s abandoned his plant bed and given up in digest after calculating that it would take bim twenty-seven days to pick the weeds out of his plant bed and require fifty cords of wood to cure bis crop-if he made one. He pre fers losing money on cotton to pick ing weeds out of a plant bed and burning good wood. A New Baling as to the Sale of New Tobacco. Washington, April 18-The com missioner of internal revenue recent ly made a decision which may seri ously effect the tobacco growing states and work especial hardships on farmers who have tobacco for sale. The ruling of the commissioner is. in brief, that a dealer after receiving to bacco from a farmer is required to pack it io hogsheads, cases or bales before offering it for sale to the third person The decision, it is said by those who have examined it, will not be of benefit to aoy one, but will seriously hinder persons having to bacco from making sales Under the ruling, a person buying tobacco from a farmer at a barn, or feom wagon, must pack it before be can offer it for sale, altbought he may purchase the tobacco at the very door of his war - house It often happens that dealers in tobacco buy the load from a farmer at their warehouses, aod resell it without handling it at all. Uoder the rating, this can no longer be done, for before it can be transferred to another party it must be packed as stated in the decision. If adhered to, this ruling will work much hardships to tobacco growers, for dealers very often will not buy, if they are compelled to go to the ex peBse of packing it before offeriDg it for sile, and they may also require the farmers to pack it in accordance with the decision before buyiog it at ali It was stated the other day that an attempt will be made to ap peal from the decision of the commis sioner of internal revenue, and take it to a higher official. SAID THAT CHARGES OP MILES WILL NOT BE SUSTAINED. _____ Washington, April 18 -The army coart of inquiry has begun the fram ing of ils report. While a few minor matters remain for examination they are not such as to affect the main issues. It is regarded as certain that the court will find that Gen Miles' charges that embalmed or chemical ly prepared beef was sent to the army have not been sustained The position of the court is believed to be that the testimony is conclusive that both the refrigerated beef and the canned beef were in good con ditton when delivered to the govern ment and continued so until issued to the troops, except that portion damaged in transportation or affected bj tropical conditions, and to these causes of injury and these conditions the chief causes of trouble will be attributed. It will be shown that the refrigerated beef, after being taken from the ice in the tropical climate, spoils quickly unless well cared for, and that tbe canned beef after being opened, because of the great heat, becomes repulsive in appearance and soon unpalatable But the court will hold as the result cf chemical investigations by experts that the canned beef was wholesome and nutri tious. Attention will be called to the fact that it is used throughout the war by our navy and is still used by the fleet. * It is believed that the court will criticise those officers who have testified that they became aware that bad beef was issued to the troops and who failed to report their observations until after the war bad closed. --?-->-11 - A Long Reign.
