Santiago de Coba, Feb. 28-The complexion of political affairs io the province of Santiago bas been grad nally changing since the beginning of January This is due to more than one canse, bot the main reason ie probably the fact that the people themselves are ont of sympathy with everything, even a benefaction, that comes to -them through Habana. Washington, March 3 -Orders were is8aed at the war department to day for the Twelfth New York volunteer infaotry, now at Matanzas, Caba, to take passage on tbe traosport Berlin for New York city, where it will be mastered oat. This is the beginning of a general movement for the master oat cf ail volonteer troops stationed in Coba, and indicates that the administra tion believes that the time has come wheo it can safely reduce its military forces io Cuba. The fact that the raioy season is not far off is a potent reason for the early recall of the volonteer troops there The home movement will have to be gradual because of the limited trans portatioo facilities now at the disposal of the war department. . There are now aboat 25,000 volun teers io Coba, sod their withdrawal will leave about 15.000 regular troops there for the en forcement of the policy of the administration for the establish* ment of a stable government on the island HESTER'S ANALYSIS. New Orleans, March 7 -Secretary . * a/ Hester's analysis for thc cotton movement for the six months of the season since September 1, to the close of February, inclasive, shows that compared with the crop move ment last year, Texas, including the Indian territory, has brought ioto sight this season in round figures 425,402 bales more, while other Gulf States, which include Arkansas, Louisiana, Mississippi, Tennessee, Misson ri and Okalaboma have mark eted .476,495 less, and the crop of the Atlantic States, which includes North and South Carolina, Georgia, Florida, Alabama and Virginia, shows a de crease of 116,696. Io other words all of the state ontside of Texas sod j indian territory have.decreased 593. 188 bales, against an increase for Texas and the Indian territory of 425,462, leaving the net decrease in the total -of the crop marketed of 166,727.
