This is the town referred to in <J t&erepoft?ef the proceedings of a trial of a noted ?riminal in Missouri who ?aa found gsiky and sentenced to go to the penitentiary for ten years or move to AHeodale. He weat to the penitentiary. This town is about ten ' _ years old, a static; ?B the Port Royal I aod Angosta Railway, which is com- ' paratively a new railroad, and the tove contains seven or eight hundred inhabitants. Within its short existence, not nore -than ten or twelve years, six men have beau killed outright on the streets of the tova in bloody hand to hand encounters. To enumerate the ?am- j her of desperate rows and the persons j ?rho have received bodily injury of a 1 ??ere or less serious character ia street : fights,, would be a tedious undertaking, j It ie enough to say that scenes have I teen enacted on the streets of this j town that rarely occur in civilized com- ? ?moiti?s. The writer bas been iu tendent of the town for several years, both under the old and new regime, and during the barroom reign it was necessary to keep two marshals in this small towu at high wages, and there was no meeting of council at which there were not a DGtnber of cases for trial for drunken? ness and disorder ; hardly a day that there was not a drunken mau, and j probably several of them, on the j streets, and frequently the town was in i arms to aid the marshals io arresting j rioters and preserving the peace. And j in these attempts the marshals were fre- ? quently forced to come out second best j and badly hurt. One marshal was killed > outright. To show the opinion abroad ! of the lighting propensities of a class of j people vbo visited our town and drank j their fighting liquor here, and did their j fighting also, it may be well to mention j a little conversation that occurred in ; the courthouse of this county not long | ago, when au attorney of considerable ! note in the country was examining a j witness who hailed from Allendale : Atttorney : 'Where do you live ?* Witness: 'I live at Allendale.' Attorney : 'How long do you expect ; to liver " ! .Now, as Col. Counts has correctly ! stated, the law is still to some extent j violated. Every law is violated, j Every law is expected to be violated, i and for this reason are organized courts j ; of justice to punish offenders. I wilt j not 9r>gage to say that the Act will ever eradicate entirely this evil any more than any other law will totally prevent ; tho eon>mission of any other crime. ; I will not engage tn specious argument 1 on the merits of 'his que3tiorj. My j object is to siate facts ano the public | Bay draw conclusions themselves. I. I assert it to be true that since ! the operation of the Act in Barnwell : County there has been but one man arrested for either drunkenness or dis? order in this town, and he got off of the train here drunk and was locked up io twenty minutes after. J?^II. That during the fifteen days next proceeding the day when its ope? ration commenced there were ten men arrested for drunkenness and disorder io the town, and during the same period a street fight occurred, in which two men, (Hewl?*ti and Strange.) were left dead on the field and several others j badly wounded, one badly shot, bat has ? ?ince recovered. This last is not in- j .laded in the ten first mentioned. III. Until the passage of this Aet it j .oat 5IOO per month to police thc town. Now we pay ?20 to a harnessmaker, who says the office does not interfere with the business of bis trade in the least. .IV. H. has lost his moorings when he says public sentiment is opposed to this Act. lt will never be repealed by the voice of thc people of Barnwell. The 'long? haired men and short-haired women* hold the balance of power in Barnwell County, as they have shown, and will show agaiu on the proper occasion. The indisposition to prosecute viola? tions of the law, it is troe. gives license j to such violations, and it is very much to be regretted that the law is not en? forced in the localities visited by your correspondent in his peregrinations. It is true we obtained a Targe revenue from whiskey, but it required all of it to psy the expenses of policing the j town. Our present 'dry' connell took possession of a depleted treasury and wiU have to pay the debts of the 'wet' council, who had an income of nearly $2,000, while we have about one fourth that amount ! If 'this law ts a dead letter and re? spected only in the breach of it, men can and do sell with impunity, sustain? ed by public opinion, and men can and do get their cocktails cheaper be cause of no license to pay, and as often as they want them,' why so much com? plaint? Firmness of Senator Wilson. Senator Henry Wilson was a self controlled as well as a self-made man. Mr. Adam? com- | mended him for his adherence to his j convictions. After Mr. Wilson was elected to the United States Senate, he gave j his friends a dinner at a noted Bos- j ton hotel.
