New York, August 28: ?Reports from 1,939 special corespondents of the the Journal of Commerce, bear-j ing an average date of August 22,: show a condition of cotton of 71.4 per cent, as compared with 81.1 per cent a month ago, or a loss of 9.7 points. Only once in the past ten years has this decline in August been exceeded, namely, the year 1911 when it was 14.3 points, and the ten-year ' average loss is about 5.9 points.
