An Ordinance To Make It a Misdemeanor for Colored Barber Shop Keepers toAttend White Persons. Be it ordained by the Mayor and Aldermen of the Town of Kingstree in Council assembled and by the authority of the same: Section I. That on and after the passage and ratification of this Ordinance it shall be unlawful for any keeper or keepers of a barber shop where colored persons are served, to cut hair fur, shampoo, shave or wash any white person in such shop within the limits of the town of Kingstree, S < Section IT Any person or persons running or v ^ducting the business of a barber where colored persons are served shall post a plain sign, 'Colored persons only," in such a way as to be read easily by persons passing on the sidewalks. Section III. For each violation of either of the two preceding sections, the offender or offenders shall be deemed guilty of a misdemeanor and shall, upon conviction pay a fine of not less than $\00 nor more than $25.00 or be sentenced to serve not less than 5 days nor more than 15 days on the public works of the town. An Ordinance To Require Owners to Muzzle Dogs, In* it ordained by the Mayor and Aldermen ?<f the Town of Kingstree, S C, in Council assembled arid by the authority of the same: Section 1. That every person owning or keeping a dog or bitch within the limits of the town of Kingstree shall keep the same on his or her premises unless the said dog or bitch shall have securely fastened on, a good and substantial muuzle so made as to prevent such d g or bitch from biting any person or animal. x>, Section 2. Any Derson or persons; owning or keeping a dog or bitch who shall allow the same to run at large on X v , the streets of the town without a muzzle between the first day of March and the first day of November of each year shall be guilty of a misdemeanor iind shall, upon conviction, pay a fine of not less than nor more than or be sentenced to work on the streets not less than 1<> days nor more than I'D days. Provided, however, that upon charges being preferred against any person f<-r a violation of this section, such person shall have the right to turn over such dog <>r bitch to the police of the town to be by them disposed of: in which count the charges against such person or persons shall be dismissed. Be it ordained by the Mayor and Aldermen of the City of Kingstree now met and sitting in Council and by the authority of the same: Section 1. That all closets or privies now situated within three hundred feet of any sewer line now laid within the limits" of the city of Kingstree be and the same are hereby declared nuisances and detrimental to the public health. Every person, firm or corporation within the town limits, and within the distance limit named in Section I, shall, by the 1st of January, A D 1914, erect and, from said date, keep in repair a suitable water closet connected with the sewerage system of jthe town for every separate residence or business lot owned or controlled by any person, firm or corporation: provided, that for convenience and mutual advantage of adjoining owners, as many closets as maybe practicable may be placed on one line; provided, further,that no such line shall exceed the length of one town block or square. Section 3. That any person, firm or corporation owning or in control of lots named in Section 2 who shall fail or refuse to erect such closets and in such manner as described in Section 2 by the first day of January,1914,shall be guilty of a misdemeanor and upon conviction shall pay a fine of not less than $5.<K) for each lot not provided for, or be confined in the town guard-house not less than 5 days. j-ection 4. That any person, firm or corporation convicted and sentenced under Section 3 shall, upon payment of fine or service of sentence, have thirty days to comply with Section 2 and upon failure to erect said closets, as is provided for in said section, shall, upon such second convict-on, pay a fine of not less than $25.00 or be confined in the guard-house not less than 15 days. Provided. that upon the second trial of any person, firm or corporation for failure to comply with the terms of Section 2, they shall have the right to show, under proper evidence, that they have made and are making every reasonable effort to complete the work; and the Mayor, upon such showing, shall have the right to grant such person, firm or corporation thirty days, and no more,, in which to comply, and upon failure at the expiration of such time, shall pay the fine or serve the sentence provided for in Section 4. Section 5. Every person, firm or corporation owningor controllinglots in sections ofthe town of Kingstree not now open for sewer connection under the distance clause in Section 1 shall have sixty days from the completiou of new sewer lines in which to erect closets and make connections and shall then be subject to the same penalties for failure as pro vided for on lines now laid. Section 6. That for each and every failure by any person, firm or corporation to comply with Section 2 after second conviction and the granting of the time by the Mayor, be liable to the fine or imprisonment prescribed in Section 4 for every thirty davs to comply.
