ACCUSED OF KILLING VETERAN. Dave and Anna Davis Lodged in Jail at Chester. Chester, May 1:?Dave and Anna Davis, colored, were committed to jail this morning, charged with the murder of the aged and well-to-do - farmer and Confederate veteran. John Q Lewis, in the Cornwell section last Thursday night, and Buster Sliealey, a young negro man, was also arrested and brought along as a material j witness in the case. For -several days Sheriff Colvin, Deputy Sheriff W W Bindeman and two detectives sent here by Govern- j or Blease have been working on a clue that was developed Monday in Rock Hill by Mr Bindeman. and last night the trap was sprung and the arrests made While the evidence against the accused is purely circumstantial thus ' Ias rnrro it QC ti V iar, int' sjuru mra ?v v.. ceptionally strong and believe that certain lines along which they are i working will result in the finding of j other valuable evidence even stronger than that now in hand. As indications of the Davis negroes' guilt, the officers last night seized certain grips, in which iheac* cused had packed certain of their belongings and which they had carefully hid away in an empty house as if mating ready to flee upon the slightest premonition of danger. Last night Mr Bindeman crawled into this house, seized the grips ana snoruy } afterward Davis and the woman were j taken into custody. They were in their house asleep, but the fact that their grips were packed and in the va- ^ cant cabin some distance away would 4 tend, say the officers, to show that they were in readiness to fly. Shealey testified that the negroes of the neighborhood were at an "egg cracking" on the night of Mr Lewis' murder and that between the hours I of 10 and 11 Dave Davis and the woman withdrew, the latter tapping I him (Shealey) on the knee as the! two were going out of the door and telling him not to mention the fact that she had gone. Coroner J Henry Gladden is summoning all of the witnesses in the case and the inquest will be resumed at the court house to-morrow morning. An immense crowd will probably be on hand, as the county is highly exercised over the crime. Haphazard County Making. Agitations have Deen siarcea in two or three localities for the establishment of new counties out of the territory of the existing counties. Has not the time arrived in the growth of the State when the organization of a new county should not be left wholly to local interest and whim? In numbers of cases new county movements are born in the commerIcial aspirations of a small town. The embryo develops into a weekly newspaper. The newspaper is dependent mainly on local support and legal and public advertising are an important nart of its revenues. Many a newspaper in the past twenty-five years has begun publication following a new county suggestion and with the failure of the movement has died and been forgotten. In most cases the establishment of new counties since 1876 has been ' wise. In 1876 the number of coun- | ties was,we believe,thirty-two. Now it is forty-four. Transportation facilities have immensely multiplied since that day and now the average rural dweller is much closer to his court house than he was then and this would be true even had no new counties been created. The State would not go so far as 1 to say that the formation of new 1 counties should be stopped, but the time has come when each case should 1 be investigated by a commission of outsiders who with open minds could consider all the interests involved and make recommendations that; would tend to prevent haphazard 1 slashing of territory. j < The present method of creating < new counties is as wise as it would 1 be to permit half a dozen tailors to cutfor fat men and lean men,children 1 and adults,or overcoats and trousers, 11 "weskits" and swallow-tails from the, I <wme bolt of cloth.? I do not believe that such disastrous times as you seem to anticipate will come. I think you must be influenced by your Northern correspondents who are in the same business as you.
