The Capitol, Columbia. February 8:?On Saturday both houses of the Assembly adjourned until Tuesday, the House to 10 o'clock and the Senate to 12:30 o'clock. Since botli will adjourn on Tuesday at 2 o'clock until Wednesday ^invitations to a banquet Tuesday night were accepted last week\ this means that practically nothing will be done this wo.*!.- v?ofi>rn WoilnpsiLiv s.ml nroba bly not before Thursday, as the banquet does not begin until 10 o'clock Tuesday night and will probably continue until some hour next morning, whicli will leave those attending in sorry shape to work Wednesday. It is no?v being strongly talked that final adjournment will be had on the l*th inst. This can be accomplished only by brushing practically everything aside except the appropriation and supply bills and rushing these through. Had the move been made early in the session, eveiv thing that will be dona could have been finished in three weeks by cutting out the picnics and banquets and getting down to work. Should ouly the measures referred to be con sidered, the State might be congratulated, for.no legislation at all is far better than some of the legislation done by our Assembly. Perhaps someday the people will realize the-folly of annual lawmaking and stop the changes in our statutes. If the necessary changes were made in a reasonable time it would be a different matter. Senator Carlisle's State-wide prohibition bill ^was knocked senseless in a few minutes in the Senate on Wednesday night last. The bill was called up and a motion immediately made to lay it on the table, which was carried by nearly two to one. There was not a word of debate. A quicker death is hardly imaginable. Howeyer, the liquor matter may not be settled yet, as the House on Thursday passed another bill providing for State-wide prohibition, which will go to the Senate to be acted upon. In fact it has already il.it v v jrone to mat uouy ana is now upon the calendar, with an unfavorable majority and a favorable minority report. A bill has passed the Senate and is now before the House providing for the winding up of the county dispensaries in those counties which voted out dispensaries last summer. The substance of this measure is, that the boards of control, within sixty days after the approval of the act, must turn oyer to the county The G son. Hunting without the license is made a. misdemeanor, and this license tax is to be used to enforce the fish and game law of the State. Along this same line Mr Bryan i has a bill in the House which in | effect will repeal the law as to; no fishing in Black river in Williamsburg from June 15 to August 15. It provides that no fish shall be caught in tin# stream except with hook and line and forbids all trapping, dynamiting, etc. It is along the exact line of the general fish bill now 011 the ^enate calendar for third reading and which was introduced by Senator Bass lest year. A bill has passed the Senate amending the law which gives the father power to dispose of the custody and tuition of his minor child by deed. The amendment re. til/. AnilJdnf of thf mother to make the deed valid. The Tillman ease now before the Supreme Court occasioned this measure. The House bill reducing the maximum rate of interest to seven per cent does not appear to 1 e meeting with the favor expected by some and is not likely to become a law. Notwithstanding the fact that there are hardly more than twentyfive bills of real general and deserving interest on the calendar of either house, the total number of bills exceeds the number introduced last year, which produced a record crop. This will give ail idea of the vast quantities of local measures and freak propositions. Senator Gray Jon endeavored to get through a bill requiring railroads to pull mileage on trains, but permitting them to charge 2Acents for such mileage. An amendment passed providing for the continuation of the present mileage system in ca3es where persons were willing to suffer the inconvenience of exchanging mileage for tickets in order to save the ? cent. It is hardly thought probable that the final result will be any change at all. There seenis to be a feeling that this matter is in very good shape as it stands. The resolution to invite Senator Bailey of Texas to address the Assembly on the Federal income tax measure met with strong opposition and there were several votes against extending the invitation.
